Veterans (Economic Development)

HB 5151 creates the Office of Entrepreneurship within West Virginia's Office of Economic Development. This office will support new businesses (operating five years or less), particularly those owned by women, minorities, or veterans, by helping them navigate state agencies and access resources. The bill requires annual reports tracking state contracts awarded to new businesses, including demographic and geographic breakdowns, and sets a target of awarding 5% of state contracts to new in-state businesses. These reports will also include recommendations to improve access to contracts and address regional challenges for entrepreneurs.
