My Child, My Choice Act of 2022 This bill prohibits an elementary school from receiving federal education funds unless a teacher requests written parental consent prior to teaching a lesson specifically related to gender identity, sexual orientation, or transgender studies. In particular, the bill requires a teacher to request written consent from the parent of each student enrolled in the class prior to teaching the lesson. If a parent does not submit written consent to the lesson, then the school must provide the student with an alternative period of learning or study hall. Preventing Disaster Revictimization Act This bill requires the Federal Emergency Management Agency (FEMA) to waive certain debts owed to the United States related to disaster assistance provided to an individual or household. Specifically, FEMA must waive a debt owed to the United States related to disaster assistance provided to an individual or household if such assistance (1) was distributed based on an error by FEMA and such debt is construed as a hardship, and (2) is subject to a claim or legal action. FEMA must report to Congress on (1) actions that it will take to reduce the assistance payment error rate, and (2) the internal processes used to make decisions regarding the distribution of federal disaster assistance to individuals and households and any changes made to such processes.

This concurrent resolution permits the Grand Lodge of the Fraternal Order of Police and its auxiliary to sponsor as free public events on the Capitol grounds the 41st Annual National Peace Officers Memorial Service, on May 15, 2022, to honor the law enforcement officers who died in the line of duty during 2021; and the National Honor Guard and Pipe Band Exhibition, on May 14, 2022, to allow law enforcement representatives to exhibit their ability to demonstrate Honor Guard programs and provide for a bagpipe exhibition.

Protection of Women and Girls in Sports Act of 2021 This bill makes it a violation of federal law for a recipient of federal funds who operates, sponsors, or facilitates athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls. The bill specifies that sex shall be recognized based solely on a person's reproductive biology and genetics at birth.

Resilient Assistance for Mitigation for Environmentally Resilient Infrastructure and Construction by Americans Act or the Resilient AMERICA Act This bill addresses disaster resilience issues and expands coverage for hazard mitigation. The bill increases from 6% to 15% the estimated aggregate amount of grants that may be set aside for national public infrastructure pre-disaster hazard mitigation assistance; makes private nonprofit facilities eligible for technical and financial assistance for implementing cost-effective pre-disaster hazard mitigation measures; provides funding for water resources development projects; and expands the use of hazard mitigation assistance to cover certain activities pertaining to wildfires, tsunamis, and ice storms. Additionally, the Federal Emergency Management Agency (FEMA) must set aside 10% of funds made available for any given year to further the implementation and enforcement of the latest published editions of relevant consensus-based building codes. FEMA must require as a condition of providing nonemergency financial assistance for construction projects costing at least $1 million that the steel and iron used in the projects be produced in the United States, with certain exceptions. FEMA must carry out a residential resilience pilot program to provide grants for residential resilience retrofits (e.g., elevation of homes, floodproofing measures, wildfire retrofit and mitigation measures, and wind retrofits). The Government Accountability Office must study the challenges to states and territories in obtaining funds under public assistance alternative procedures.

Energy Permitting Certainty Act This bill requires the Department of the Interior to process applications for permits to drill under a valid oil or gas lease even if there are any pending civil actions, provided that the civil actions do not directly affect or involve the application or underlying lease.

Promoting Energy Independence and Transparency Act This bill requires the Department of the Interior to take certain actions related to parcels of land that have been nominated for future sales of onshore oil and gas leases and related drilling permits. Specifically, Interior must (1) report to Congress about the status of the parcels, (2) publish on its website information concerning expressions of interest in nominated parcels and drilling permits, and (3) issue certain pending applications for drilling permits within 30 days.

This resolution states that the 51 current and former intelligence officials who signed an October 19, 2020, public statement pertaining to Hunter Biden's laptop should be barred from holding security clearances indefinitely.
