Secondary state highway system; taking certain private roads into the system.

Taking certain private roads into the secondarystate highway system. Directs the Department of Transportationto accept certain private roads into the secondary state highwaysystem if the locality in which the private road is located adoptsan ordinance dedicating one percent of real property revenues generatedby property on the road to the Department to contribute to the maintenanceand upkeep of the road. A private road would be eligible if the privateroad has served at least 10 occupied parcels for a minimum of 45years and if the private road intersects with two or more roads inthe primary or secondary state highway system.

Alcoholic beverage control; distiller licenses;Internet orders and shipments. Allows the Virginia AlcoholicBeverage Control Authority to include provisions in its agency agreementswith licensed distillers operating government stores that allow such distillers to sell spirits and low alcohol beverage coolers throughInternet orders and ship such orders directly to consumers withinthe Commonwealth for personal consumption. The bill also clarifiesthe power of the Board of Directors of the Authority to sell alcoholicbeverages through Internet orders and to ship such orders directlyto consumers or licensees within the Commonwealth.

Motion picture production tax credit; media-related exemptions, extends sunset provision.

Motion picture production tax credit; media related exemptions. Extends from January 1, 2022, to January 1, 2027, the sunset of the motion picture production tax credit and transfers the certifying authority for the credit from the Virginia Film Office to the Virginia Tourism Authority. The bill also extends from July 1, 2022, to July 1, 2027, the sunset for certain sales tax exemptions related to film production and distribution. This bill is identical to HB 1318.

Brodnax, Town of; amending charter, reduces number of town councilmen.

Charter; Town of Brodnax; town council; membership; meetings. Reduces from seven to five the number of town councilmen for the Town of Brodnax. The bill also reduces from four to three the number of councilmen needed for a quorum and from four to two the number of councilmen needed to call a special meeting. The bill contains an emergency clause and is identical to HB 168.
