Constitutional amendment (first resolution);immunity of legislators. Limits the immunity of legislators byallowing the arrest of a member of the General Assembly during thesessions of the respective houses upon issuance of process for arrestby a judge with authorization of the attorney for the Commonwealthor the law-enforcement agency having jurisdiction over the offense.

Southwestern Va. Mental Health Institute; Governor to lease a portion of property to Smyth County.

Disposition of property previously used by theDepartment of Behavioral Health and Developmental Services as theSouthwestern Virginia Mental Health Institute. Authorizes theGovernor to lease a portion of property previously used by the Departmentof Behavioral Health and Developmental Services as the SouthwesternVirginia Mental Health Institute to Smyth County for a term of threeyears. The bill also corrects tax map references contained in Chapter678 of the Acts of Assembly of 2019, which also involved conveyances of property in Smyth County.

Public schools; reduces number of Standards of Learning assessments, report.

Public schools; Standards of Learning assessments;report. Reduces the total number and type of required Standardsof Learning assessments to the minimum requirements established bythe federal Elementary and Secondary Education Act of 1965, as amended.The bill requires the Department of Education to annually reporton the estimated projected and actual savings from the implementationof the bill and report the amount of such savings to the Governorand the Chairmen of the House Committee on Appropriations and theSenate Committee on Finance no later than the first day of each RegularSession of the General Assembly. The bill also requires that suchamount be included in the total for Direct Aid to Public Educationin any general appropriation act.
