School Construction Fund and Program; created and established.

Department of Education; School ConstructionFund and Program. Establishes the School Construction Fund asa special nonreverting fund in the state treasury and requires theDepartment of Education to establish the School Construction Programfor the purpose of providing grants from the Fund, subject to certainconditions, to school boards that leverage federal, state, and localprograms and resources to finance the design and construction of new school buildings and facilities or the modernization and maintenanceof existing school buildings and facilities.

Disposition of property previously used bythe Department of Behavioral Health and Developmental Services asthe Southwestern Virginia Mental Health Institute. Authorizesthe Governor to lease a portion of property previously used by theDepartment of Behavioral Health and Developmental Services as theSouthwestern Virginia Mental Health Institute to Smyth County fora term of three years. The bill also corrects tax map referencescontained in Chapter 678 of the Acts of Assembly of 2019, which alsoinvolved conveyances of property in Smyth County.
