Transit-oriented housing overlay districts. Requires certain localities to establish one or more transit-oriented housing overlay districts covering qualifying areas, as defined in the bill, within their boundaries. The bill provides that within such overlay districts, the locality shall permit, by right, a minimum height of six stories and a minimum average density of 30 units per acre within one-quarter of a mile of a major transit stop and allow two units per lot and four units per corner lot between one-quarter of a mile and one mile from a such a stop. The bill further provides that applications for such housing development shall be approved ministerially by the zoning administrator or other designated official and that no public hearing is required for approval. The bill allows certain areas within a locality to be excluded from its provisions and sunsets on September 1, 2030. The bill has a delayed effective date of September 1, 2027.

Child tax credit; Virginia adjusted gross income. Creates a one-time tax credit in taxable years 2026 through 2030 for taxpayers whose households include dependents younger than 13 years of age and whose family Virginia adjusted gross income, defined in the bill, does not exceed $100,000. Such credit shall be in an amount equal to $300 for each such dependent and only one credit may be claimed for each such dependent. The bill provides that if the taxpayer is a resident of the Commonwealth for the full taxable year, the credit is refundable. Otherwise, the credit is nonrefundable.
Security requirements for dealers in firearms; civil penalty. Prohibits dealers in firearms operating from a retail mercantile establishment, as defined in the bill, and holding a valid federal firearms license issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives from conducting business or storing firearms at a location unless certain security requirements specified in the bill are met. The bill creates a civil penalty not exceeding $1,000 for violations of such security requirements. The bill has a delayed effective date of January 1, 2028.
Elections; candidates for office; electronic filing of forms, petitions, and notifications with Department of Elections. Requires the Department of Elections to develop and implement an online filing system to accept any form, petition, or notification filed by electronic means by a party official or candidate. The bill requires the State Board of Elections to develop standards for the electronic preparation, production, submission, and transmittal of all forms required of party officials and candidates. The bill also requires the State Board to prescribe all candidate and party forms in both paper and electronic formats. The bill allows for the collection of petition signatures by electronic means and provides formal requirements for signatures on electronic petitions. The bill makes technical amendments to provide uniformity in requirements for all such electronic filings.
Comprehensive children's health care coverage program. Directs the Department of Medical Assistance Services (the Department) to establish a program to provide state-funded comprehensive health care coverage for individuals in the Commonwealth who are (i) under 19 years of age and (ii) not covered under a group health plan or health insurance coverage, or otherwise eligible for medical assistance services through the Commonwealth's program of medical assistance services established pursuant to Title XIX or XXI of the Social Security Act. The bill also requires the Department to ensure that all program information is made available in a manner that is accessible to individuals with limited English proficiency and individuals with disabilities through the provision of language access services, including oral interpretation and written translation, free of charge and to ensure that information obtained by the program remains confidential and is not disclosed for any purpose not related to the administration of the program or any purpose related to civil immigration enforcement unless the subject of the information consents to such disclosure or the requesting agency presents a valid judicial order, subpoena, or warrant. The bill requires the Department to seek all federal waivers and other approvals necessary to maximize federal financial participation in the cost of carrying out the program established by the bill.
Income tax; credit for certain health care providers. Provides, for taxable years 2026 through 2030, a nonrefundable individual income tax credit for eligible health care providers, defined in the bill, who provide health care in an underserved community during the taxable year. The bill defines "underserved community" as an area within the Commonwealth identified by the Board of Health as medically underserved. The amount of the credit shall equal $5,000 if the eligible health care provider provided at least 1,600 hours of health care in an underserved community during the taxable year or $2,500 if the eligible health care provider provided at least 800 hours of health care in an underserved community during the taxable year. The bill provides that such providers shall only be allowed to claim such credit for two taxable years. The aggregate amount of credits allowable under the provisions of the bill shall not exceed $5 million per taxable year.
Average teacher salary in the Commonwealth; national average. Requires the Governor's introduced budget bills for the 2027 and 2028 Regular Sessions of the General Assembly to propose funding for, and state funding to be provided pursuant to the general appropriation act enacted during any regular or special session of the General Assembly during 2027 or 2028 to fund, the Commonwealth's share of compensation supplement incentives for Standards of Quality-funded instructional and support positions sufficient to increase the average teacher salary in the Commonwealth to at least the national average teacher salary by the end of fiscal year 2029 and establishes a detailed timeline and process for satisfying such requirement.
Administration of government; language access equity; report. Requires each public-facing state agency, defined in the bill, to designate a language access coordinator who will be responsible for the agency's annual language access report, the requirements of which are set out in the bill. The Secretary of Health and Human Resources is directed to establish criteria for state agencies to procure language interpretation and translation services and to establish a policy for compensating multilingual state employees who are required as part of their job to provide interpretation, translation, or other bilingual skills at least once a month.
Commonwealth Savers Plan; State Council of Higher Education for Virginia; Virginia College Access and Affordability Scholarship Fund established; work group; report. Directs the transfer of actuarial surplus defined benefit prepaid tuition contract funds from the Commonwealth Savers Plan (the Plan) Fund into a DB529 Fund established by the bill to be deposited into the Virginia College Access and Affordability Scholarship Fund (the Access Fund) established by the bill. Under the bill, the DB529 Fund and the Access Fund operate as subfunds of the Commonwealth Savers Plan Fund. The bill further provides that the Plan shall initially deposit $500 million from the DB529 Fund into the Access Fund to be invested and managed by the Plan. The Joint Legislative Audit and Review Commission shall no less than biennially complete an independent evaluation and risk assessment of the Plan's risk assessment model, assumptions, and other measures employed by the Plan related to the DB529 Fund and the Access Fund. Funds in the Access Fund shall be used to establish a scholarship program that is managed and administered by the State Council of Higher Education for Virginia (the Council). The scholarship program provides scholarship awards to students enrolled in an eligible education program, defined in the bill, and a portion of the funds are to be devoted to college access resources or programs to assist low-income students, first generation college students, students from underrepresented communities, or other at-risk students with their introduction to the higher education system in Virginia, college applications, financial aid applications, and resources assisting with a successful transition from high school to college. The Council is required to report on the Access Fund and scholarship program no later than December 31 of each year. Finally, the bill (i) directs the Council to establish a work group of higher education stakeholders to make recommendations on allocations of funds available through the Access Fund and scholarship program and directs the work group to report to the House Committees on Education and Appropriations and Senate Committees on Education and Health and Finance and Appropriations no later than November 1, 2026, and (ii) prohibits the Plan from implementing or taking part in any initiatives relating to the aforementioned college access programs on or after July 1, 2026, except for existing access programs related to a prepaid tuition contract entered into on or before June 30, 2026, and existing program offerings made available for SOAR Virginia and GEAR UP Virginia.
Department of Small Business and Supplier Diversity; work group; one-stop small business permitting program. Directs the Department of Small Business and Supplier Diversity to convene a work group to determine methods of modernizing the existing one-stop small business permitting program.
