Public institutions of higher education; chiefexecutive officer compensation. Provides mandates for when any governing board of a public institution of higher education or committeeof such board considers increasing the compensation of the institution'schief executive officer as defined in § 23.1-100 or amending theboard's policies and procedures relating to the compensation of thechief executive officer. The bill provides that the board or committee shall provide written notice of the rationale for such amendmentor the rationale for, source of funding for, and amount of such increaseto the public in advance of any meeting at which the board or committeevotes on the amendment or increase. The bill also provides that membersof the public shall be provided the opportunity to provide publiccomment on the compensation, that the board or committee shall voteon the compensation in an open meeting, and that no executive compensationincrease shall be approved in a year in which there is a tuitionincrease.

High school graduation requirements; standarddiploma; workforce skills training. Requires the Board of Education,in establishing high school graduation requirements, to permit anystudent who has successfully completed during high school at leasttwo years of workforce skills training as evidenced by written certificationfrom the training provider to graduate with a standard diploma withoutcompleting the remaining credit requirements for such diploma.
Public institutions of higher education; six-yearplans; pricing structure and tuition discounting strategies. Requires the governing board of each public institution of higher education to include in each six-year plan for the institution adetailed explanation of the institution's pricing structure and tuitiondiscounting strategies, including pricing by student income level and the use of tuition revenue for financial aid.

Education and workforce development; Virginia Works Portal created; report. Creates the Virginia Works Portal to provide one-stop access to information regarding education pathways, career opportunities, and workforce development information available from agencies, institutions, and entities around the Commonwealth. The bill provides that the Portal provide an interactive, user-friendly environment and must be available to the public by July 1, 2021. The bill creates the Virginia Works Board chaired by the Governor's Chief Workforce Development Advisor to oversee the Portal and the Virginia Works Advisory Committee of public and private sector stakeholders to advise the Board. The Virginia Works Board is directed to report annually to the Joint Subcommittee on the Future Competitiveness of Virginia Higher Education and to the Governor and Chairmen of the House Committee on Appropriations and the Senate Committee on Finance.
Constitutional amendment (second resolution);personal property tax exemption; motor vehicle owned by a veteranwho is disabled. Provides that one motor vehicle of a veteranwho has a 100 percent service-connected, permanent, and total disabilityshall be exempt from state and local taxes. The amendment provides that only automobiles and pickup trucks qualify for the exemption. Additionally, the exemption is only applicable on the date the motorvehicle is acquired or the effective date of the amendment, whicheveris later, and is not applicable for any period of time prior to theeffective date of the amendment.
Constitutional amendment (voter referendum); personal property tax exemption; motor vehicle owned by a veteran who is disabled. Provides for a referendum at the November 3, 2020, election to approve or reject a personal property tax exemption for a motor vehicle that is owned and used primarily by or for a veteran of the Armed Forces of the United States or the Virginia National Guard who has a 100 percent service-connected, permanent, and total disability.
Congressional and state legislative districts.Provides criteria for the General Assembly to observe in drawingdistricts, including respect for political boundaries, equal population, racial and ethnic fairness, contiguity, compactness, and communitiesof interest. The bill prohibits use of political data or electionresults unless necessary to determine if racial or ethnic minoritiescan elect candidates of their choice.
Form of ballot; party identification of certaincandidates; constitutional offices. Provides that any candidatefor a constitutional office who has been nominated by a politicalparty or in a primary election shall be identified on the ballotby the name of his political party. Currently, only candidates forfederal, statewide, and General Assembly offices nominated by a politicalparty or in a primary election are so identified.
Industrial development authorities; appropriations. Requires a local governing body, prior to making any appropriationfor funds to an industrial development authority, to hold a publichearing with opportunity for public comment on the proposed appropriation.
