Providesthat the risk management plan established by the Division of RiskManagement shall include coverage for any claim made by or on behalfof any person who is injured or killed upon any buildings, grounds,or properties owned or leased by the Commonwealth as a result ofthe criminal act of a third party if an armed security officer wasnot present on the premises and the carrying of a concealed handgunon such buildings, grounds, or properties was prohibited by regulation.The bill also provides that, in addition to providing for the actualdamages arising from the person's injury or death, the coverage shallinclude an additional amount of $350,000.

State subsidy of property tax exemptions fordisabled veterans and surviving spouses. Requires the Commonwealthto subsidize local real estate tax relief for disabled veterans andsurviving spouses of members of the armed forces killed in actionwhen more than one percent of a locality's real estate tax base islost due to such state-mandated tax relief programs. The Commonwealthwould subsidize only that portion of tax exempt real estate thatexceeds the one percent threshold. Thebill requires the Auditor of Public Accounts to establish an applicationprocess whereby a locality would demonstrate that more than one percentof its real estate tax base was lost. The Auditor would certify tothe Governor and the General Assembly those localities that wouldbe eligible for a subsidy, and the Governor would include in theBudget Bill a proposed appropriation of the amount of the state subsidyto be provided to localities certified as eligible localities.
Official emblems and designations; state firearm. Designates the Springfield Model 1855 Rifle-Musket as the officialfirearm of the Commonwealth.

Parental Choice Education Savings Accounts established.Permits the parents of certain children to apply to the schooldivision in which the child resides for a one-year, renewable ParentalChoice Education Savings Account that consists of an amount thatis equivalent to a certain percentage of all applicable annual Standardsof Quality per pupil state funds appropriated for public school purposesand apportioned to the resident school division in which the studentresides, including the per pupil share of state sales tax funding in basic aid and any state per pupil share of special education fundingfor which the student is eligible. The bill permits the parent touse the moneys in such account for certain education-related expenses of the student, including tuition, deposits, fees, and required textbooksat a private elementary school or secondary school that is locatedin the Commonwealth. The bill also contains provisions relating to auditing, rescinding, and reviewing expenses made from such accounts.
Virginia taxable income; subtractions; volunteer firefighters and volunteer emergency medical services personnel.Provides a state income tax subtraction of $20 per hour, up toa maximum of 300 hours per taxable year, for bona fide volunteerswho perform qualifying services, defined in the bill as volunteerfirefighting and fire prevention services, emergency medical services,ambulance services, emergency rescue services, and all training andtraining-related activities required by law.
Prescribing of opioids; required patient disclosures. Requires prescribers to discuss with a patient or the patient'sparent or guardian prior to prescribing an opioid information regardingthe prescribed opioid, including the risks of addiction and overdoseassociated with opioids; the dangers of taking opioids with alcohol,benzodiazepines, and other central nervous system depressants; thereasons why the prescription is necessary; and alternative treatmentsthat may be available. The bill also requires the prescriber to includea notation in the patient's medical record indicating that theserequired patient disclosures were discussed.
Law-Enforcement Officers Procedural GuaranteeAct. Makes several changes to the process and procedures affordedto law-enforcement officers under the Law-Enforcement Officers ProceduralGuarantee Act, clarifying several existing rights and setting forthspecific procedures for the questioning of officers and the conductof a disciplinary hearing.
Telephone privacy protection. Requires a telephone solicitor to immediately disclose who is calling and what property, good, or service is being offered. The measure also prohibits caller ID spoofing, which is defined in the measure as causing any caller identification service to transmit caller identification information that represents or states that the call originates from a telephone with an area code assigned to an area in the Commonwealth or from a location in the Commonwealth if the person on whose behalf the telephone solicitation call is being made does not conduct business from a location in the Commonwealth.The measure prohibits a telephone solicitor from making a telephone solicitation call or the use of an automatic dialing-announcing device in connection with making a call to any subscriber who has registered with the Virginia Do Not Call Registry. The measure requires the Virginia Department of Agriculture and Consumer Services to set up by January 1, 2021, the Virginia Do Not Call Registry for subscribers who wish to block all solicitation calls and calls that use or are made in connection with automatic dialing-announcing devices. The measure becomes effective three months after the Virginia Do Not Call Registry is established by the Department.
