Paid family and medical leave insurance program; notice requirements; civil action. Requires the Virginia Employment Commission to establish and administer a paid family and medical leave insurance program with benefits beginning January 1, 2027. Under the program, benefits are paid to covered individuals, as defined in the bill, for family and medical leave. Funding for the program is provided through premiums assessed to employers and employees beginning January 1, 2026. The bill provides that the amount of a benefit is 80 percent of the employee's average weekly wage, not to exceed 80 percent of the state weekly wage, which amount is required to be adjusted annually to reflect changes in the statewide average weekly wage. The bill caps the duration of paid leave at 12 weeks in any application year and provides self-employed individuals the option of participating in the program.

Allows atenant to bring a civil cause of action for compensatory damagesagainst a housing authority when there is a material noncomplianceby such housing authority with the rental agreement or a noncompliancewith any provision of the Virginia Residential Landlord and TenantAct that materially affects the health and safety of the tenant.

Interstate Massage Compact. AuthorizesVirginia to become a signatory to the Interstate Massage Compact.The Compact allows massage therapists who (i) possess an active, unencumberedlicense in the compact member state in which they reside; (ii) have completed at least 625 hours of massage therapy education; (iii)have passed the national licensing examination; and (iv) have no disqualifyingcriminal history to be granted a multistate license that authorizesthem to practice in all compact member states. The Compact takes effectwhen it is enacted by a seventh member state.
Department of Professional and OccupationalRegulation; autonomous agent. Authorizes regulatory boards topromulgate regulations for an applicant requesting licensure of anautonomous agent that is owned or operated by such applicant. Autonomous agent is defined in the bill as software or hardware that operatesindependently, without real-time human intervention, and is capableof performing tasks that, when executed by a human, would requirelicensure by a regulatory board.
Family caregiver tax credit. Creates a nonrefundable income tax credit for taxable years 2024 through 2028 for expensesincurred by an individual in caring for an eligible family member,defined in the bill, who requires assistance with one or more activitiesof daily living, also defined in the bill. The credit equals 50 percentof eligible expenditures incurred by the caregiver up to $1,000. In order to qualify for the credit, the family caregiver must (i) notreceive any compensation or reimbursement for the eligible expendituresand (ii) have federal adjusted gross income that is no greater than$100,000 for an individual or $200,000 for married persons. The billrequires the Tax Commissioner to establish guidelines for claimingthe credit and provides that any unused credit may be carried forwardby the taxpayer for five taxable years following the taxable yearfor which the credit was issued.
Interstate Teacher Mobility Compact. Entersthe Commonwealth into the Interstate Teacher Mobility Compact, thepurpose of which is to facilitate the mobility of teachers acrossthe member states, with the goal of supporting teachers through anew pathway to licensure. The Compact is presently in effect, asit has reached the enactment threshold of 10 state members.
