Emergency rules, regulations, and orders; prohibitionon mask mandates. Prohibits the Board of Health, Commissionerof Health, or Governor from issuing any rule, regulation, or orderthat requires (i) individuals to wear masks or other face coveringsor (ii) businesses to require customers to wear masks or other face coverings while on the premises of such business.

Workers' compensation; cancer presumption; service requirement. Reduces from five to three the years of servicerequired for firefighters and certain other employees to qualify for the cancer presumption of an occupational disease for the purposesof workers' compensation.

Interest on child support arrearages. Providesthat no interest shall accrue on arrearages for child support obligationswhen the order for such support was entered on or after July 1, 2022.

Local government; employment of grant writer.Requires all counties and cities to employ a grant writer to assistindividuals and organizations with (i) researching and identifyingpublic and private grant opportunities; (ii) developing, writing,and submitting proposals to federal, state, and private funding agencies;and (iii) satisfying eligibility requirements for grant funds soughtor received.

Board of Education; standards for the maintenanceand operations, renovation, and new construction of public elementaryand secondary school buildings. Requires the Board of Education(the Board) to make recommendations to the General Assembly for amendmentsto the Standards of Quality to establish standards for the maintenanceand operations, renovation, and new construction of public elementaryand secondary school buildings. The bill requires such recommendationsto include standards for the percentage of the current replacementvalue of a public school building that a school board should budget for the maintenance and operations of the building and such otherstandards as the Board deems appropriate. The bill also requires the Board to solicit the input of relevant stakeholders and the publicin developing such recommendations. Finally, the bill requires theBoard to submit its recommendations to the Chairmen of the House Committee on Education and the Senate Committee on Education and Healthno later than December 1, 2022. This bill is a recommendation ofthe Commission on School Construction and Modernization.

William R. Harvey Day. Designates January29, in 2023 and in each succeeding year, as William R. Harvey Dayin Virginia.

Special lifetime hunting and fishing licenses;volunteer firefighters and emergency medical services personnel.Qualifies volunteer firefighters and emergency medical services personnelwho have completed three consecutive years of service to obtain basicresident lifetime hunting and fishing licenses without any fee. Theapplicant is required to provide proof of the three years of consecutiveservice when applying.

Local department; human resources. Requiresevery local department to (i) establish a human resources staff position to receive complaints regarding human resources matters andassist employees of the local department with resolution of suchcomplaints and (ii) ensure that individuals with supervisory authorityare prohibited from interfering in the investigation or resolutionof such complaints.

Elections; local officers; election and termsof mayor and city council for cities and towns; minimum population.Limits to localities with a population of at least 25,000 the application of the requirement that, in a city or town that imposesdistrict-based or ward-based residency requirements for members ofthe city or town council, the member elected from each district or ward must be elected by the qualified voters of that district orward and not by the locality at large.

Carrying a concealed handgun; permit not required. Allows any person who is otherwise eligible to obtain a concealedhandgun permit to carry a concealed handgun without a permit anywherehe may lawfully carry a handgun openly within the Commonwealth.
