Second Amendment sanctuary status; budgetingdecisions. Prohibits the General Assembly and the executive branchof government from considering the Second Amendment sanctuary statusof any locality in the Commonwealth in making any appropriation decisions.
Bank franchise tax credit for student loan refinancing. Provides a nonrefundable credit against the bank franchise tax startingin taxable year 2020 in the amount of 20 percent of a bank's studentloan refinancing expenses. The bill defines eligible expenses toinclude the amount of principal forgiven by a bank plus the amountof interest reduced by refinancing. The credit is available onlyfor expenses related to the refinancing of privately held loans butnot loans held by the federal government. The credit may not be appliedagainst bank franchise taxes imposed by a county, city, or town inthe Commonwealth.
The University of Mary Washington, Radford University,and Virginia State University; enrolled students; in-state tuition.Permits the University of Mary Washington, Radford University, andVirginia State University to deem eligible for in-state tuition anyenrolled student, regardless of domicile.
Study; joint subcommittee to study the emergenceand integration of blockchain technology in the economy of the Commonwealth; report. Establishes a 19-member, two-year joint subcommittee to identify research and economic development opportunities to informa statewide, comprehensive, and coordinated strategy relating toblockchain technology.
Major League Baseball; continuity with minorleague teams. Encourages Major League Baseball to maintain affiliationwith all current Minor League Baseball teams in the 2020 ProfessionalBaseball Agreement.
Virginia Public Procurement Act; historic landmarks; preference for goods and services from the United States. Providesthat, in determining the award of any contract for maintenance, renovation,repair, or reconstruction of any property designated as a historicallandmark by the Board of Historic Resources or any contract for goodsor services incidental to such maintenance, renovation, repair, orreconstruction, a public body shall give preference to goods producedor services provided by persons located in the United States or anyof its territories, so long as the bid price on such goods or ofsuch person is not more than 20 percent greater than the bid priceon goods produced or of a low responsive and responsible bidderlocated outside of the United States or any of its territories.
DNA sample after arrest; certain misdemeanors.Adds indecent exposure and obscene sexual display to the list ofcrimes for which a DNA sample must be taken upon arrest for commissionor attempted commission of such crimes. The provisions of the billapply only to persons convicted on or after July 1, 2020.
Tobacco Indemnification and Community RevitalizationFund; investments in Virginia venture capital accounts. Authorizesthe Tobacco Region Revitalization Commission to invest up to 10 percentof the available balance from the taxable portion of the Tobacco Indemnification and Community Revitalization Fund as of July 1, 2020,in Virginia venture capital accounts that have been certified bythe Department of Taxation.
