Appointed school boards; members; salaries. Eliminates the annual salary limits for appointed school board members and permits any appointed school board to pay each of its members an annual salary that is consistent with the salary procedures and no more than the salary limits provided for local governments in Article 1.1 (§ 15.2-1414.1 et seq.) of Chapter 14 of Title 15.2 (Counties, Cities and Towns) or as provided by charter. This bill incorporates HB 1578.

Department of Transportation design standards; modifications. Authorizes a resident administrator of the VirginiaDepartment of Transportation to approve modifications to the Department'sdesign standards in certain situations.
Trespass with an unmanned aircraft system; localor state correctional facilities; penalty. Prohibits any personfrom knowingly and intentionally causing an unmanned aircraft systemto come within either a horizontal distance of 500 feet or a verticaldistance of 250 feet from any local or state correctional facility.A violation is a Class 1 misdemeanor; however, a violation whilea person delivers, attempts to deliver, or conspires with anotherto deliver to any prisoner confined in the local or state correctional facility any drug that is a controlled substance or marijuana isa Class 6 felony. A violation while a person delivers, attempts todeliver, or conspires with another to deliver to any prisoner confinedin the local or state correctional facility firearms, ammunition,or explosives of any nature is a Class 5 felony. The bill providesexceptions for a person operating an unmanned aircraft system withwritten consent from the official in charge of the correctional facilityor a state or local government department, agency, or instrumentalityhaving jurisdiction over criminal law enforcement or regulatory violations,as permitted by state law governing the use of unmanned aircraft systems by public bodies.

Provides that anyperson who knowingly and intentionally causes an unmanned aircraftsystem to come within 400 feet of the lateral boundaries of any localor state correctional facility, for any reason, is guilty of a Class1 misdemeanor.
Group Violence Intervention Board; Divisionof Group Violence Intervention; Project Ceasefire Grant Fund; ProjectExile Grant Fund. Establishes the Group Violence InterventionBoard to coordinate and assist federal, state, and local group violenceintervention efforts. The bill also establishes within the Departmentof Criminal Justice Services (the Department) the Division of Group Violence Intervention (the Division), to be headed by an executivedirector appointed by the Director of the Department. The bill providesthat the Division is responsible for (i) coordinating the effortsof members of state and local law enforcement, community members,and social services providers to combat group violence; (ii) serving as a clearinghouse for research, best practices, and strategies thatmay be utilized in the implementation, execution, and evaluationof group violence interventions; and (iii) implementing and administeringvarious federal, state, and local grant funds that aid group violenceintervention efforts. Finally, the bill creates the Project CeasefireGrant Fund, which provides money to organizations that are involvedin group violence intervention efforts, and creates the Project ExileGrant Fund, which provides money to organizations that assist formergang members or individuals attempting to leave gangs.
Virginia National Guard; state active duty for emergency response; pay and allowances for members. Establishes rates of pay and allowances for members of the Virginia National Guard and Virginia Defense Force.
