Consumer Data Protection Act; social media;parental consent. Requires social media platforms, defined inthe bill, that are subject to the provisions of the Children's OnlinePrivacy Protection Act to obtain verifiable parental consent priorto permitting any minor to create an account with such social mediaplatform and, with such account, use the social media platform. Thebill requires such social media platforms to give the parent or guardianthe option to consent to the collection and use of the minor's personaldata without consenting to the disclosure of such minor's personaldata to third parties.

Marijuana presumption; driving or operatinga motor vehicle, etc., while intoxicated; penalty. Establishesa presumption of intoxication if a person has a blood concentration equal to or greater than 0.003 milligrams of delta-9-tetrahydrocannabinolper liter of blood.

State parks; First Responder and Veteran Passport;discounted entry and parking. Establishes a First Responder andVeteran Passport that entitles a first responder or a veteran ofthe Armed Forces of the United States or other military service toreceive a 50 percent discount on parking and admission fees at stateparks in the Commonwealth.

Public institutions of higher education; diversity,equity, and inclusion initiatives; annual certification. Requiresthe chief executive officer of each public institution of higher education to annually submit to the State Council of Higher Educationfor Virginia, the Governor, and the Chairmen of the House Committeeon Education and the Senate Committee on Education of Health no laterthan August 1 a written, signed certification that no diversity, equity, and inclusion-related program, instruction, or initiative providedor sponsored by such institution promotes anti-Semitism.

Premarital agreements; enforcement. Providesthat a premarital agreement executed on or after July 1, 2024, shallnot be enforceable against a person who proves that the other partyto the agreement was convicted of criminal sexual assault of theperson against whom enforcement is sought or a child of the parties.

Real property taxes; notice by mail of proposedincrease. Requires localities, after conducting a reassessment of real estate, to provide notice to property owners by mail of certaininformation prior to adopting a tax rate that would increase theamount of real property tax collected above 101 percent of the prioryear's tax collections. The bill requires the notice to include (i)the dollar and percentage amount of increase that the proposed tax rate would levy on the owner's particular property compared to theprevious year's tax levy, (ii) the tax levy on the owner's particularproperty for the previous tax year and the proposed levy for thecurrent tax year, and (iii) all of the information regarding theproposed tax rate that under current law is required to be postedin a newspaper and a prominent public location.

Department of Human Resource Management; recruitmentpolicy; direct work experience. Requires the Department of HumanResource Management to develop a statewide recruitment policy designedto provide guidance to state agencies on how to remove postsecondarydegree requirements from hiring considerations and recruit qualifiedemployees utilizing appropriate baseline requirements, the specificsof which are outlined in the bill.

Board of Education; model policies on parentalreview of instructional material; local adoption. Requires theBoard of Education to adopt and distribute to each school board modelpolicies requiring any instructional material used in any publicelementary or secondary school in the Commonwealth to be open forinspection during normal business hours by the parents of studentsenrolled in the relevant public school, regardless of the copyright status of any such material. The bill requires each school boardto adopt policies that are consistent with such model policies adoptedby the Board.

Wrongful death; death of parent or guardianof child resulting from driving under the influence; child support.Provides that in any action for death by wrongful act where the defendant,as a result of driving a motor vehicle or operating a watercraft under the influence, unintentionally caused the death of another personwho was the parent or legal guardian of a child, the person who hascustody of such child may petition the court to order that the defendantpay child support.

Unemployment compensation; maximum durationof benefits. Provides that the maximum duration for which a claimantmay receive unemployment compensation benefits shall be calculatedbased on the average, seasonally adjusted unemployment rate in theCommonwealth for the three months preceding the month in which suchclaimant files his first claim in a benefit year.
