Girl Scout Week. Designates the week ofMarch 12, in 2022 and in each succeeding year, as Girl Scout Weekin Virginia.
Admission to bail; rebuttable presumptions againstbail. Creates a rebuttable presumption against bail for certaincriminal offenses enumerated in the bill and for persons identifiedas being illegally present in the United States by U.S. Immigrationand Customs Enforcement who are charged with certain offenses. Thebill also requires the court to consider specified factors when determiningwhether the presumption against bail has been rebutted and whetherthere are appropriate conditions of release.
Absentee voting; deadline for returning absenteeballot. Requires that an absentee ballot be received before the closing of the polls on election day in order to be counted. Currently,an absentee ballot that is received after the closing of the pollsbut before noon on the third day after the election is counted ifit is postmarked on or before the date of the election.
Voter registration; registration permittedup to and including the day of the election. Repeals a provisionthat would permit any person who is qualified to register to voteto register to vote in person up to and including the day of theelection, notwithstanding any deadline for the close of registration records. The repeal will limit the persons who are entitled to registerto vote after the close of registration records to (i) any member of a uniformed service of the United States who is on active duty,(ii) any person residing temporarily outside of the United States,and (iii) the spouse or dependent residing with someone listed in(i) or (ii).

Multi-jurisdiction grand jury; elder abuse crimes. Adds the following to the list of crimes that a multi-jurisdiction grand jury may investigate: (i) financial exploitation of mentally incapacitated persons and (ii) abuse and neglect of incapacitated adults.
Cannabis control; vertical integration; socialequity. Requires the Board of Directors of the Virginia CannabisControl Authority (the Board) to promulgate regulations that allowto qualify as a social equity applicant, and therefore receive certainlicensing preferences and advantages, any applicant that has livedor been domiciled for at least 12 months in the Commonwealth andwhose principal place of business is, and was prior to July 1, 2021,located in a jurisdiction determined by the Board to be economically distressed. The bill also provides that, if an act of assembly ispassed by the 2022 Session of the General Assembly that creates licensesto allow for the cultivation, manufacture, wholesale, and retailsale of retail marijuana and retail marijuana products in the Commonwealth,any industrial hemp processor that meets certain registration, program,and production requirements set forth in the bill shall be permittedto possess one or any combination of such licenses upon payment ofa $1 million fee to the Board and submission of and compliance witha diversity, equity, and inclusion plan.
Property insurance; invoices. Requires anyinvoice sent pursuant to an insurance contract on property or onany interest therein or arising therefrom to list the address ofthe insured property or property interest.
