Commending the ASK Childhood Cancer Foundation.

Virginia Museum of Transportation; established. Establishes the Virginia Museum of Transportation as a public entityand educational institution under the Commonwealth. The bill providesthat the Museum is governed by a 15-member board of trustees.

Certification of ancillary traffic infractionsand civil offenses. Allows the court to certify any ancillarytraffic infraction or civil offense to the clerk of the circuit courtupon certification of any felony offense, provided that the attorneyfor the Commonwealth and the accused consent to such certification.Current law only allows ancillary misdemeanor offenses to be certified.

Juveniles; confidentiality of Department records; law-enforcement access; victim notification. Provides accessto confidential Department of Juvenile Justice records to (i) anyfull-time or part-time employee of the Department of State Policeor of a police department or sheriff's office that is a part of oradministered by the Commonwealth or any political subdivision thereofand who is responsible for the enforcement of the penal, traffic,or motor vehicle laws of the Commonwealth having a need for juvenileoffense history or identifying information of a juvenile and hisfamily members, including juvenile names, parent or guardian names,addresses, dates of birth, photographs, and phone numbers, and (ii)with the exception of medical, psychiatric, and psychological recordsand reports, any victim, as defined in existing law, when releaseof the confidential information is only to notify such victim ofa juvenile's release from the custody of a local or regional juveniledetention center, community group home, residential care facility,mental health facility, secure alternative placement, or commitmentto the Department of Juvenile Justice for any offense such juvenilecommitted against such victim. This bill contains technical amendments.

Commonwealth Mass Transit Fund; Washington Metropolitan Area Transit Authority; budget; operating assistance. Providesthat payments and obligations arising from or related to any contractpertaining to employee compensation and work conditions under thenormal operation of the Washington Metropolitan Area Transit Authority (WMATA) may be included in the calculation of a WMATA budget increasefor purposes of the cap of such budget increase. Current law providesthat any payment or obligation of any kind arising from or relatedto legal disputes or proceedings between or among WMATA and any otherperson or entity shall not be used in calculating a WMATA budgetincrease.

State parks; First Responder and Veteran Passport;discounted entry and parking. Establishes a First Responder andVeteran Passport that entitles a first responder or a veteran ofthe Armed Forces of the United States or other military service toreceive a 50 percent discount on parking and admission fees at stateparks in the Commonwealth.

Armenian Genocide Remembrance Day. DesignatesApril 24, in 2024 and in each succeeding year, as Armenian GenocideRemembrance Day in Virginia.

Department of Education; uniform system of disciplinefor disruptive student behavior. Requires the Department of Educationto establish, within its regulations governing student conduct, andeach school board to adhere to, a uniform system of discipline fordisruptive behavior and the removal of a student from a class that includes, among other things, (i) criteria for teachers to removedisruptive students from their classes, including a requirement fora teacher to remove a disruptive student from a class if the disruptivebehavior is violent and a requirement to implement a three-strikesystem for nonviolent disruptive behavior whereby a teacher is requiredto remove a student from a class if the student repeats or continuesthe nonviolent disruptive behavior after the teacher provides twowarnings to the student; (ii) a prohibition against holding a teacherliable for taking reasonable actions or utilizing reasonable methodsto control a physically disruptive or violently disruptive student; and (iii) appropriate exceptions and modifications for childrenwith disabilities based on the unique needs of each such student.

Manufacturing, selling, giving, distributing,etc., fentanyl; mandatory minimum. Provides that any person who(i) manufactures, sells, gives, distributes, or possesses with intentto manufacture, sell, give or distribute fentanyl and (ii) does sowithin the geographic limits of any participating locality underthe Opioid Abatement Authority shall upon conviction be imprisonedfor not less than five nor more than 40 years, two years of whichshall be a mandatory minimum term of imprisonment to be served consecutivelywith any other sentence, and be fined not more than $500,000.
