Consumer Data Protection Act; social media;parental consent. Requires social media platforms, defined inthe bill, that are subject to the provisions of the Children's OnlinePrivacy Protection Act to obtain verifiable parental consent priorto permitting any minor to create an account with such social mediaplatform and, with such account, use the social media platform. Thebill requires such social media platforms to give the parent or guardianthe option to consent to the collection and use of the minor's personaldata without consenting to the disclosure of such minor's personaldata to third parties.

State parks; First Responder and Veteran Passport;discounted entry and parking. Establishes a First Responder andVeteran Passport that entitles a first responder or a veteran ofthe Armed Forces of the United States or other military service toreceive a 50 percent discount on parking and admission fees at stateparks in the Commonwealth.

Disclosure in land use proceedings; statewideapplication. Alters certain land use disclosure requirementsapplicable to officials in any county with the urban county executiveform of government (Fairfax County) by replacing "relationship ofemployee-employer, agent-principal, or attorney-client" with thebroader phrase of "business or financial interest." The bill makesthe same change to existing provisions that currently apply onlyto Loudoun County and applies the change statewide.

Premarital agreements; enforcement. Providesthat a premarital agreement executed on or after July 1, 2024, shallnot be enforceable against a person who proves that the other partyto the agreement was convicted of criminal sexual assault of theperson against whom enforcement is sought or a child of the parties.

Department of Human Resource Management; recruitmentpolicy; direct work experience. Requires the Department of HumanResource Management to develop a statewide recruitment policy designedto provide guidance to state agencies on how to remove postsecondarydegree requirements from hiring considerations and recruit qualifiedemployees utilizing appropriate baseline requirements, the specificsof which are outlined in the bill.

Disabled Veteran's Passport; service-connecteddisability. Entitles any veteran of the U.S. Armed Forces witha service-connected disability to a Disabled Veteran's Passport forfree entry into state parks and discounted services. Current lawlimits such passport to veterans of the U.S. Armed Forces with a service-connected disability rating of 100 percent.

Adoption tax credit. Creates a tax creditfor taxable years 2024 through 2028 that may be claimed by an individualor married couple filing jointly for qualified adoption expenses,as defined in the bill. The bill imposes certain limitations onwho may claim this credit and how much credit may be claimed basedon a taxpayer's Virginia adjusted gross income.

Electric utilities; underground transmissionlines. Provides that the construction and reconstruction of any underground, in whole or in part, electrical transmission linesof at least 69 kilovolts and less than 500 kilovolts along a highwayright-of-way under the jurisdiction of the Department of Transportationin Planning District 8 where a data center proposal is under constructionin an area located within a half mile of a National Battlefield Park and within one mile of a state forest is in the public interest.

Eligible educator income tax deduction; homeschool instruction income tax credit. Increases from $500 to$1,500 for tax years 2024 through 2026 the amount of income tax deductioncertain eligible educators may deduct for qualifying expenses. The bill also creates a nonrefundable taxcredit for taxable years 2024 through 2028 for amounts paid by anindividual or married couple filing jointly for their child receivinghome instruction for (i) instruction-related materials, includingtextbooks, workbooks, and supplies, or (ii) courses or programs used in home instruction. The bill provides that the credit equalsthe lesser of the amount actually paid during the year for such costsor $3,000.

Law-enforcement officers; Internet publicationof personal information; exemption. Prohibits publication ofthe personal information of active and retired law-enforcement officerson the statewide geographic information system (GIS) if a requestto redact such information is made by the officer to the entity that manages the GIS in the officer's locality. Current law prohibitsthe Commonwealth from publishing personal information on the Internetof public officials only if a petition has been granted by the circuitcourt.
