Tree-replacement ordinance; banking. Authorizesany locality that has adopted a tree-replacement ordinance to requirea developer to make up for any net loss in tree cover by plantingadditional trees on property protected by a conservation easementor paying the locality to do so.

Right to reproductive choice. Provides thatevery individual has a fundamental right to choose or refuse contraceptionand that a pregnant person has a fundamental right to choose to carrya pregnancy to term, give birth to a child, or terminate a pregnancy.The bill states that the Commonwealth shall not, in the regulationor provision of benefits, facilities, services, or information, denyor interfere with an individual's fundamental rights, including individualsunder state control or supervision. The bill states that any stateor local official who is charged with violating provisions of thissection shall be subject to an action in federal or state court forinjunctive relief and damages. Such action may be brought by any person or entity that may be aggrieved by such official's actions.
Health insurance; coverage for autism spectrum disorder; individual and small group markets. Eliminates the exemption from the requirements to provide coverage for the diagnosis and treatment of autism spectrum disorder for insurers, corporations, and organizations issuing policies, contracts, and plans in the individual and small group markets. Under current law, only policies, contracts, and plans issued in the large group market are required to provide such coverage. This bill was incorporated into HB 1503.
Virginia Fair Housing Law; unlawful discriminatoryhousing practices; sexual orientation and gender identity. Addsdiscrimination on the basis of an individual's sexual orientationor gender identity as an unlawful housing practice. The bill defines"sexual orientation" and "gender identity." This bill was incorporatedinto HB 1663.

Constitution of the United States; Equal RightsAmendment. Ratifies the Equal Rights Amendment to the Constitutionof the United States that was proposed by Congress in 1972. The jointresolution advocates the position that the 1972 Equal Rights Amendmentremains viable and may be ratified notwithstanding the expirationof the 10-year ratification period set out in the resolving clause,as amended, in the proposal adopted by Congress.
Payroll processing companies; liability.Provides that any payroll processing company or other person thatintentionally prevents the distribution by a payroll processing companyof an employer's wage payments to its employees in accordance withthe terms of the payroll processing company's contract with the employershall be liable to any employee of the employer who failed to receivean expected payment of wages for an amount that is three times theexpected payment of wages.
Workers' compensation; presumption of compensabilityfor certain diseases. Adds cancers of the colon, brain, and testes to the list of cancers that are presumed to be an occupationaldisease covered by the Virginia Workers' Compensation Act when firefightersand certain employees develop the cancer.
