Public institutions of higher education; admission, in-state tuition, and tuition waivers; members of certain AmericanIndian tribes. Requires each public institution of higher educationto establish and implement an admissions policy whereby a certainnumber of annual offers of student admission is reserved for individualswho are members of a state-recognized or federally recognized American Indian tribe that is headquartered in the Commonwealth. The billdeclares eligible for in-state tuition charges regardless of domicileany non-Virginia student who is a member of a state-recognized or federally recognized American Indian tribe that is headquarteredin the Commonwealth. The bill also provides that any student whois a member of a state-recognized or federally recognized AmericanIndian tribe headquartered in the Commonwealth and who has been admittedto a public institution of higher education is eligible for a tuitionwaiver up to the amount necessary to cover the last-dollar cost ofthe institution's in-state tuition and mandatory fees after all other federal and state financial aid to which the student is entitledis taken into account.

Virginia Residential Landlord and Tenant Act;landlord remedies; noncompliance with rental agreement. Increasesfrom five days to 14 days the mandatory waiting period after a landlordserves written notice on a tenant notifying the tenant of his nonpaymentof rent and of the landlord's intention to terminate the rental agreementif rent is not paid before the landlord may pursue remedies for terminationof the rental agreement.
Department of Education; local school boards; instruction on climate change. Requires the Department of Education, in collaboration with environmental groups and other relevant state agencies such as the Department of Environmental Quality and the Department of Health and to assist local school boards in the implementation of programs of instruction that comply with the requirements relating to the Standards of Learning, specifically relating to citizenship and environmental issues and geography necessary for responsible participation in American society and the international community, to develop, no later than July 1, 2023, an interdisciplinary program of instruction on the causes of and potential solutions for climate change. The bill requires each local school board to incorporate, during the 2024%962025 school year, such program of instruction into curricula and instruction in the local school division in each core academic subject area at the grade levels that it deems most appropriate. The bill requires the Department of Education to implement and oversee a one-year pilot program to provide training and technical assistance to a diverse cross section of local school boards to implement such program of instruction in the local school division during the intervening 2023–2024 school year between the development and full local implementation of such program of instruction.
Fines, costs, forfeitures, penalties, and restitution; collection fees; assessment against incarcerated individuals. Providesthat notwithstanding any other provision of law, no collection fees,including the fees of any private attorneys or collection agencies,administrative fees, or any other fees related to collection activities,shall be assessed for the collection of any fines, costs, forfeitures,penalties, or restitution imposed in a criminal case or in a caseinvolving a traffic infraction (i) for any period during which thedefendant is incarcerated and (ii) for a period of 90 days followingthe date of the defendant's release from incarceration if the sentenceincludes an active term of incarceration.
Income tax credit; employers of G3 Program orcybersecurity graduates. Creates a nonrefundable individual andcorporate income tax credit for employers that hire eligible employeeswho are (i) graduates of the Get Skilled, Get a Job, Give Back Program(G3 Program) or (ii) graduates with a degree in cybersecurity froma Virginia four-year institution of higher education. The creditis available for taxable years 2022 through 2026, is equal to $1,000per eligible employee hired during the taxable year who works ina full-time position, and includes an aggregate annual cap of $5million.
State Corporation Commission; electric vehiclecharging infrastructure and rooftop solar energy collection deviceinstallation; report. Directs the State Corporation Commissionto evaluate by locality the availability and accessibility of electricvehicle (EV) charging infrastructure and rooftop solar energy collectiondevice installation to residents of the Commonwealth. The Commissionshall report the findings of its evaluation and analysis by December1, 2022, to the Chairmen of the House Committee on Commerce and Energyand the Senate Committee on Commerce and Labor.
Tribal nations; acknowledging harmful historyand policies in the Commonwealth. Expresses the sense of theHouse of Delegates in acknowledging with profound regret the existence, acceptance, and perpetuation of the dispossession of lands and theracist and assimilationist policies designed to erase the identity,culture, and sovereignty of tribal nations in the Commonwealth.
Charter; City of Portsmouth; city council; noninterference.Provides that any member of the Portsmouth City Council who violatescertain charter provisions related to noninterference in appointmentsor removals of officers and employees of the city, upon motion ofanother member of the City Council and a majority vote of all membersof the City Council, shall be subject to public censure and a finenot to exceed $100.
