Hospitals; price transparency.

Hospitals; price transparency. Requires every hospital to make information about standard charges for items and services provided by the hospital available on the hospital's website by July 1, 2023. The bill directs the Secretary of Health and Human Resources to develop recommendations for implementation of the bill and to report those recommendations to the Governor and the Chairmen of the House Committee on Health, Welfare and Institutions and the Senate Committee on Education and Health by November 1, 2022.

Health insurance; coverage for prosthetic devices and components.

Health insurance; coverage for prosthetic devices.Requires health insurers, corporations providing health carecoverage subscription contracts, health maintenance organizations,and the Commonwealth's Medicaid program to provide coverage for prostheticdevices, including myoelectric, biomechanical, or microprocessor-controlledprosthetic devices that have a Medicare code. The provisions of thebill apply only in the large group markets. The bill repeals theexisting requirement that coverage for prosthetic devices be offeredand made available. The bill has a delayed effective date of January1, 2023.

Out-of-state health care practitioners; temporary authorization to practice.

Out-of-state health care practitioners; temporary authorization to practice; licensure by reciprocity for physicians; emergency. Allows a health care practitioner licensed, certified, or registered in another state or the District of Columbia to practice in the Commonwealth for a period of up to 90 days provided certain conditions are met and provides that if such health care practitioner has applied for licensure, certification, or registration in the Commonwealth, the applicable health regulatory board shall expedite such application. The bill also requires the Department of Health Professions to pursue reciprocity agreements with jurisdictions that surround the Commonwealth to streamline the application process to facilitate the practice of medicine and to report to the Chairmen of the Senate Committee on Education and Health and the House Committee on Health, Welfare and Institutions the number of out-of-state health care practitioners who have utilized the temporary authorization created by the bill to practice in the Commonwealth pending licensure who have not subsequently been issued a full license to practice in the Commonwealth. The bill contains an emergency clause.

Virginia Initiative for Education and Work; exemption for postsecondary students. Exempts from mandatory participation in the Virginia Initiative for Education and Work recipients of Temporary Assistance for Needy Families who are enrolled full time in an accredited public institution of higher education or other postsecondary school licensed or certified by the Board of Education or the State Council of Higher Education for Virginia and are taking courses as part of a curriculum that leads to a postsecondary credential, such as a degree or an industry-recognized credential, certification, or license.

Food donations; labeling; liability. Exemptsindividuals and entities that donate food and charitable organizations that accept food donations from criminal and civil liability fordonating or receiving food past its best-by date or other non-safety labels so long as all parties are informed. The bill provides thatimmunity from liability shall not apply in instances of gross negligenceor intentional misconduct.

Virginia Public Procurement Act; bid bonds, construction contracts.

Virginia Public Procurement Act; bid bonds; certain transportation-related contracts. Provides that, except in cases of emergency, all bids and proposals for certain transportation-related contracts in excess of $350,000 and partially or wholly funded by the Commonwealth shall be accompanied by a bid bond. Current law sets the bid or proposal amount for such contracts at $250,000.

Insurance; discrimination based on status as living organ donor prohibited.

Living organ donors; discrimination prohibited. Prohibits any person from refusing to insure, refusing to continue to insure, or limiting the amount or extent of life insurance, disability insurance, or long-term care insurance coverage available to an individual or to charge an individual a different rate for the same coverage based solely and without any additional actuarial risks upon the status of such individual as a living organ donor. The provisions of the bill apply to such insurance plans that are entered into, amended, extended, or renewed on or after January 1, 2023. This bill is identical to SB 271.

Early childhood care and education entities; administration of epinephrine.

Early childhood care and education entities; administration of epinephrine. Requires the Board of Education to amend its regulations to require each early childhood care and education entity to implement policies for the possession and administration of epinephrine in every such entity to be administered by any nurse at the entity, employee at the entity, or employee of a local health department who is authorized by a prescriber and trained in the administration of epinephrine to any child believed to be having an anaphylactic reaction. The bill mandates that such policies shall require that at least one school nurse, employee at the entity, or employee of a local health department who is authorized by a prescriber and trained in the administration of epinephrine has the means to access at all times during regular facility hours any such appropriate weight-based dosage of epinephrine that is stored in a locked or otherwise generally inaccessible container or area. This bill shall be known as Elijah's Law. This bill is identical to SB 737.

Requiresthe director of every state facility to establish a process by whichindividuals receiving services at the state facility are able toreceive virtual visits from any person designated by the individualreceiving services or his legally authorized representative.
