Statute of limitations; collection of medical debt.

Statute of limitations; medical debt; judgmententered for medical debt. Provides that the statute of limitationsfor an action on any contract, written or unwritten, to collect medicaldebt, including actions brought by the Commonwealth, is three years.The bill further provides that no execution shall be issued and noaction brought on a judgment, including a judgment in favor of theCommonwealth, rendered on medical debt after seven years from thedate of such judgment; where the medical debt incurred was for life-sustainingtreatment, no execution shall be issued and no action brought onsuch judgment more than three years from the date of such judgment.Under current law, the period within which such execution or actionshall be brought is 20 years in circuit court and 10 years in generaldistrict court.

High school student-athletes; compensation for name, image, or likeness.

Certain student-athletes; compensation forname, image, or likeness. The bill prohibits any (i) high school student-athlete who participates in interscholastic athletic competitionfrom entering into any contract to receive compensation in exchangefor the use of such student's name, image, or likeness and (ii) student-athleteenrolled at an institution of higher education in the Commonwealthwho participates in intercollegiate athletic competition from enteringinto any contract to receive compensation in exchange for the useof such student's name, image, or likeness, the duration of whichextends beyond the student's enrollment at such institution.

Virginia National Guard; institutions of higher education, tuition grants.

Virginia National Guard; institutions of higher education; tuition grants. Adds parameters around grants distributed by the Department of Military Affairs (the Department) to members of the Virginia National Guard who are enrolled in any course or program at any public institution of higher education or accredited nonprofit private institution of higher education. The bill provides that an application for a grant shall be made to the Department no later than 30 days prior to the beginning of an academic semester. The bill provides that the Department shall determine whether an applicant is eligible for the grant and communicate acceptance and any additional requirements determined by the Department in writing no later than 30 days after receipt of an application. The bill requires individuals who are eligible for such grants to satisfy all financial obligations with the institution and provide written proof of acceptable academic performance and good standing for the current term no later than 30 days following the end of a term or semester. The bill provides that individuals receiving grants pursuant to the bill incur a single two-year service obligation to the Virginia National Guard and that this two-year obligation commences on the last day of the last term or semester for which tuition assistance was awarded. The bill provides that grants shall be subject to limitation based on the amount of funds appropriated for such purpose and that if applications for grants exceed the amount of funding appropriated, the Department shall issue grants to eligible recipients based on the order in which applications were received.

Higher educational institutions, public; notice to students, SNAP benefits.

Public institutions of higher education; Supplemental Nutrition Assistance Program; notice to students; SNAP benefits.Requires each public institution of higher education to ensure thatall students have access to accurate information about the SupplementalNutrition Assistance Program (SNAP), including eligibility and howto apply. The bill also directs each institution to advertise theapplication and process for applying for SNAP prominently on the institution's website, in orientation materials that are distributedto each new student, in at least one campus-wide email per academicyear to all students at such institution, and through other means.

Health care coverage; premium payments for certain service members.

Department of Military Affairs; health care insurance premiums for members of Virginia National Guard or Virginia Defense Force. Provides that the Department of Military Affairs shall have the power to pay the employer portion of health care premiums for any member of the Virginia National Guard or Virginia Defense Force when certain circumstances are met. The bill requires the Department to establish policies, procedures, and protocols to implement and record such payments and to report annually to the Secretary of Veterans and Defense Affairs all such payments made. This bill is identical to SB 719.

Commercial mobile radio or cellular telephone service providers; Lifeline service.

Commercial mobile radio and cellular telephoneservice providers; Lifeline service. Grants authority to theState Corporation Commission to designate any commercial mobile radioor cellular telephone service provider as an eligible telecommunicationscarrier for purposes of providing Lifeline service, in addition toany such provider designated under federal law, without requiringsuch provider to obtain a certificate otherwise required by the Commissionprior to furnishing exchange telephone service in the Commonwealth.

Broadband affordability plan; Department of Housing and Community Development to develop, report.

Department of Housing and Community Development;broadband affordability plan. Directs the Department of Housingand Community Development to develop the Commonwealth Digital Affordabilityand Cost-Effectiveness to address broadband affordability and equity.The bill requires that the Plan include (i) an overview of wherein the Commonwealth broadband and other digital connectivity is unaffordable;(ii) recommendations on how best to leverage federal grants addressingbroadband affordability to best execute the Plan; (iii) best practicesfor establishing a grant program or its equivalent to address digitalaffordability, taking into account existing federal funds and programs;(iv) a strategy to expand the affordability of broadband by retrofittingall affordable housing projects with broadband installations andother necessary infrastructure improvements; and (v) recommendations, including recommendations for a public outreach plan, on how to takeadvantage of the $14 billion Affordability Connectivity Program ofthe federal Infrastructure Investment and Jobs Act to support a permanent$30-a-month broadband subsidy for low-income households, NationalTelecommunications and Information Administration programs, and theU.S. Department of Agriculture Reconnect program. The bill requiresthe Department to report the Plan to the Governor and the GeneralAssembly by December 1, 2022.
