Build Now Act of 2025

Maddy summaryThe Build Now Act of 2025 adjusts Community Development Block Grant (CDBG) allocations for eligible cities and urban counties under Section 106 of the Housing and Community Development Act of 1974. It calculates a "housing growth improvement rate" for each recipient - measuring changes in housing unit growth - and rewards jurisdictions with the highest improvement rates by adding bonus funds to their CDBG allocation, while reducing allocations by 10% for those below the median rate. The bill applies to metropolitan areas meeting specific criteria (e.g., not experiencing disasters, having sufficient zoning authority) and requires the Department of Housing and Urban Development (HUD) to publish annual reports on these rates and distribution. Funding adjustments take effect three years after enactment and run through 2043.

SCORE Act

Student Compensation and Opportunity through Rights and Endorsements Act or the SCORE Act This bill provides a framework for the compensation of student athletes for the use of their name, image, or likeness (NIL). This includes addressing certain elements of the court approved agreement to settle the In re College Athlete NIL Litigation (i.e., House settlement ). Specifically, the bill statutorily prohibits institutions, conferences, or interstate intercollegiate athletic associations (e.g., the National Collegiate Athletic Association (NCAA)) from restricting the ability of a student athlete to enter an NIL agreement. The bill also requires institutions of higher education that generate $20 million or more in annual revenue from the institution's intercollegiate athletics activities to (1) provide counseling and medical benefits to student athletes, and (2) establish and maintain at least 16 varsity sports teams. Further, the bill authorizes interstate intercollegiate athletic associations to establish rules with respect to athletic eligibility, transfers, recruitment, and the disclosure of NIL agreements. Under the bill, student athletes may not be considered employees of an institution, conference, or interstate intercollegiate athletic association. The bill also preempts state laws with respect to compensation, payments, benefits, employment status, eligibility, and academic standards applicable to student athletes. Compliance with the provisions of this bill is considered lawful under federal and state antitrust laws.

Modular Housing Production Act

Maddy summaryThis bill requires the Secretary of Housing and Urban Development to review Federal Housing Administration (FHA) construction financing programs for barriers preventing modular home developers from participating. The review will identify issues like payment timing during construction (draw schedules) and recommend changes to simplify access. Within one year, HUD must publish a report with these findings and potential policy adjustments. If changes are recommended, HUD would then propose a new payment schedule for modular home projects through a public comment process. The bill does not immediately change programs but sets a process to address existing obstacles for developers of modular homes.

Homebuyers Privacy Protection Act

Maddy summaryHR 2808, the Homebuyers Privacy Protection Act, restricts how consumer reporting agencies share credit reports during mortgage applications. It prevents agencies from sending these reports to third parties unless the request is tied to a firm credit offer and the recipient has either the homebuyer’s explicit written consent or is directly involved in the mortgage (like the lender, loan servicer, or the homebuyer’s bank holding an active account). This directly affects homebuyers applying for residential mortgages by limiting unsolicited sharing of their credit information. The law amends the Fair Credit Reporting Act to strengthen privacy protections around mortgage-related credit data.

Streamlining Rural Housing Act of 2025

Maddy summaryHR 4989, the Streamlining Rural Housing Act of 2025, requires the Departments of Housing and Urban Development (HUD) and Agriculture (USDA) to simplify coordination for rural housing projects funded by both agencies. Within 180 days, they must create a memorandum of understanding to evaluate environmental review processes, designate a lead agency for efficiency, and maintain existing environmental standards. The bill establishes an advisory group with housing stakeholders - including nonprofits, developers, and residents - to guide implementation. It mandates a report within one year with recommendations to improve project efficiency without reducing resident safety, shifting long-term costs, or undermining environmental standards. This bill directly affects rural housing projects funded by HUD or USDA by targeting bureaucratic delays in approvals.
