Necessary to Ensure Expeditious Delivery of Water Act or the NEED Water Act This bill addresses drought in California. The bill requires the Department of Commerce and the Department of the Interior to direct the operations of the Central Valley Project and allow operations of the State Water Project ( both in California) to provide the maximum quantity of water supplies possible to (1) the Central Valley Project agricultural, municipal and industrial, and refuge service and repayment contractors; and (2) State Water Project contractors. The bill extends the authority for the funding of federally owned storage projects and state-led storage projects that Interior determines to be feasible before January 1, 2031. The bill extends various water projects in California until December 31, 2031. The bill extends federal agency cooperation with state and local agencies to resolve water resource issues concerning the conservation of endangered species in any consultation or reconsultation on the coordinated operation of the Central Valley Project and the State Valley Project until December 31, 2036.
Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.
This bill prohibits the use of federal funds for international travel expenses of the Secretary of State until all passport agencies are fully reopened, routine passport service takes less than eight weeks and expedited service takes less than six weeks, and the Secretary submits recommendations to improve passport services and processing times.
This bill provides supplemental FY2021 appropriations to the National Guard for its response to the events at the U.S. Capitol on January 6, 2021. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.
This resolution expresses the sense of the House of Representatives that the Department of Homeland Security (DHS) provides essential protection for our country from foreign and domestic threats and that defunding DHS would be detrimental to our national security.

Sustainable Shark Fisheries and Trade Act of 20 21 This bill revises provisions regarding shark conservation and fishery management. The bill requires any country that seeks to import shark products into the United States to obtain a certification from the Department of Commerce that the country has a regulatory program in effect to provide for the conservation and management of sharks, including measures to prohibit the removal of any of the fins of a shark (including the tail). Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce.
Tribal Family Fairness Act This bill revises two programs to provide tribes with additional resources for child and family services. First, the bill revises the MaryLee Allen Promoting Safe and Stable Families program by establishing a minimum grant award for tribes, increasing funds reserved for state court improvement grants, increasing the set-aside for tribes or tribal consortia, exempting certain plans from reporting requirements, allowing funds to be used for tribal customary adoptions, authorizing in-kind contributions to meet tribal matching requirements, and allowing tribal organizations to use the federal negotiated indirect cost rate in lieu of the administrative costs cap. In addition, the bill revises the Stephanie Tubbs Jones Child Welfare Services program by modifying reporting requirements, authorizing in-kind contributions to meet tribal matching requirements, and allowing tribal organizations to use the federal negotiated indirect cost rate in lieu of the administrative costs cap.
Law Enforcement Officer Recreation Pass Act This bill directs the Department of Agriculture and the Department of the Interior to make the National Parks and Federal Recreational Lands Pass available, without charge and for the lifetime of the passholder, to law enforcement officers.
