Rep. Mark Takano

This resolution urges (1) the President to issue a proclamation recognizing Earth Day; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions and ameliorate environmental injustices in order to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

This resolution condemns the bigotry that fueled those who stormed the U.S. Capitol, the elected officials who stoked that bigotry, including former President Trump, and the Members of Congress who have continued to support those individuals. It reaffirms that harmful rhetoric and violent behavior against individuals based on factors including religion, race, immigration status, and sex will not be tolerated.

Advancing Grid Storage Act of 2021 This bill requires the Department of Energy (DOE) to establish certain research, loan, and grant programs about storing energy, such as renewable energy. DOE must carry out, within the Office of Electricity, a program for the research of energy storage systems (systems or strategies that improve the ability to shift the dispatch of energy in time, across multiple timescales). DOE must carry out a loan program for (1) the demonstration and deployment of energy storage systems in a specific project, and (2) programs that finance the demonstration and deployment of multiple energy storage systems through a financial assistance program. Loans may only be used to fund projects and programs relating to the demonstration and deployment of energy storage systems in households, businesses, and communities. DOE must carry out a technical assistance and grant program for (1) disseminating information and providing technical assistance directly to nonprofit or for-profit entities so those entities can identify, evaluate, plan, and design energy storage systems; and (2) making grants to those entities so that they may contract to obtain technical assistance to identify, evaluate, plan, and design energy storage systems.

Storage Technology for Operational Readiness and Generating Energy Act or the S.T.O.R.A.G.E. Act This bill adds energy storage systems to the list of strategies states should consider when developing energy plans and using their utility ratemaking authority. States must consider requiring that, as a part of a supply side resource planning process, electric utilities in the states demonstrate that they considered an investment in energy storage systems based on factors such as cost, improved reliability, security, and system performance and efficiency. The Department of Energy (DOE) must coordinate efforts among various existing programs conducting energy storage research at DOE.

Animal Cruelty Enforcement Act of 2021 This bill establishes a new section in the Environmental and Natural Resources Division of the Department of Justice to enforce federal laws concerning animal cruelty.

Justice is Not For Sale Act of 2021 This bill prohibits private for-profit entities from operating confinement facilities (e.g., prisons) or providing electronic monitoring of released persons at the federal, state, and local levels. The bill also establishes various requirements related to the standards of detention and availability of services at confinement facilities. The bill provides for the establishment of limits on the fees and charges for financial services (e.g., money transfer services), caps on the rates charged for communications services, detention standards and oversight requirements related to the detention of noncitizens, and community-based alternatives to the detention or separation of family units apprehended under immigration authorities.

Black Maternal Health Momnibus Act of 2021 This bill directs multi-agency efforts to improve maternal health, particularly among racial and ethnic minority groups, veterans, and other vulnerable populations. It also addresses maternal health issues related to COVID-19 (i.e., coronavirus disease 2019). The Department of Health and Human Services (HHS) and other specified departments must address the social determinants of maternal health, which include child care, housing, food security, transportation, and environmental conditions. The bill also extends to 24 months postpartum eligibility for the Special Supplemental Nutrition Program for Woman, Infants, and Children. Additionally, HHS and other agencies must take actions to grow and diversify the maternal health workforce. To increase access to maternity care, HHS and other agencies must (1) award specified grants; (2) test an alternative payment model for perinatal care under Medicaid and the Children's Health Insurance Program (CHIP); and (3) support training, technology, and telehealth initiatives. The bill also increases research and data collection on maternal morbidity and mortality, particularly among tribal populations and minority groups. The Bureau of Prisons and the Department of Justice must establish programs to improve maternity care for incarcerated populations. The Medicaid and CHIP Payment and Access Commission must also report on the impact of Medicaid ineligibility for pregnant and postpartum prisoners. Additionally, as a condition for certain grants, states and territories must have laws limiting the use of restraints on pregnant individuals in prisons. The bill also directs activities to mitigate adverse maternal health outcomes associated with climate change and to improve maternal vaccination rates.

Jamal Khashoggi Press Freedom Accountability Act of 2021 This bill establishes measures to protect the human rights of journalists. Specifically, the bill (1) expands the scope of required reports related to violations of the human rights of journalists, (2) requires the President to impose certain property- and visa-blocking sanctions on persons responsible for gross violations of the human rights of journalists, and (3) prohibits certain foreign assistance to a governmental entity of a country if an official acting under authority of the entity has committed a gross violation of human rights against a journalist.

This resolution urges all levels of government, health care entities, and others to implement plans to allocate COVID-19 (i.e., coronavirus disease 2019) vaccines that account for health disparities and inequities related to the disease.

Debt-Free College Act of 2021 This bill establishes measures to cover the unmet financial need of students who are enrolled at certain institutions of higher education (IHEs). Unmet financial need refers to the difference between a student's cost of attendance and the student's expected family contribution, plus any federal, state, and local sources of grant aid. In addition, the bill makes certain Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) eligible for federal financial aid. First, the bill requires the Department of Education (ED) to award grants for state-federal partnerships with a goal of providing debt-free college for all eligible students at in-state public IHEs. Eligible student refers to an individual who (1) is enrolled or is eligible to enroll in an in-state public IHE, (2) demonstrates eligibility for a Federal Pell Grant through institutional financial-aid eligibility forms, and (3) demonstrates satisfactory academic progress. Next, the bill requires ED to award grants to historically Black colleges and universities and minority-serving institutions to cover the unmet financial need of enrolled students. ED must establish an office to administer grants and provide oversight. In addition, the bill makes Dreamer students who entered the United States before the age of 16 and who meet certain educational criteria eligible for federal student aid.
