Regulations from the Executive in Need of Scrutiny Act of 20 21 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

STOP Straw Purchases Act This bill establishes new criminal offenses and penalties to deter straw purchases of firearms (i.e., firearm purchases from a licensed gun dealer by one person on behalf of another person). Current law prohibits and imposes penalties—a fine, a prison term of up to 10 years, or both—for making false statements in connection with the acquisition of a firearm from a federally licensed dealer. This bill increases the statutory maximum prison sentence—from 10 years to 25 years—for a violation by a person who is acting as a straw purchaser. Under this bill, a straw purchaser is a person who makes false statements involving deception about the identity of the actual buyer and knows or has reasonable cause to believe the actual buyer intends the firearm to be (1) used in a crime of violence or drug trafficking crime, or (2) transferred to a prohibited person. Additionally, the bill establishes new related criminal offenses. Specifically, it prohibits and imposes penalties for inducing another person, as a leader of a straw purchasing ring, to act as a straw purchaser in a continuing series of transactions from which the person obtains income or resources; or obtaining a firearm by inducing another person to act as a straw purchaser. Finally, the bill directs the Bureau of Alcohol, Tobacco, Firearms and Explosives to include in the Firearms Transaction Record form a statement outlining penalties for acting as a straw purchaser.

Prosecuting Gun Crimes Saves Lives Act This bill establishes requirements and authorities for the Department of Justice to take certain actions to address the illegal purchase and possession of firearms, including by authorizing grants and establishing task forces to increase investigations and prosecutions of relevant offenses.

Sarah's Law This bill requires U.S. Immigration and Customs Enforcement (ICE) to detain an alien who is unlawfully present in the United States and has been charged with a crime that resulted in the death or serious bodily injury of another person. ICE shall make reasonable efforts to obtain information about the identity of any victims of the crimes for which such alien was charged or convicted. ICE shall provide the victim, or a relative or guardian of a deceased victim, with information about such alien, including name, date of birth, nationality, immigration status, criminal history, and a description of any related removal efforts.

Next Generation Computing Research and Development Act of 2021 This bill provides for the support of advanced scientific computing programs and activities at the Department of Energy (DOE). The DOE Office of Science shall carry out a research and development program to advance computational and networking capabilities to analyze and predict complex phenomena relevant to the development of new energy technologies and U.S. competitiveness. DOE shall establish a program to implement a strategy for achieving computing systems with capabilities beyond exascale computing systems; support a program of fundamental research and development of energy efficient computing technologies relevant to advanced computing applications in high performance computing, artificial intelligence, and scientific machine learning; and provide for an upgrade to the Energy Sciences Network user facility in order to meet federal research needs for highly reliable data transport capabilities optimized for the requirements of large-scale science. The DOE Office of Advanced Scientific Computing Research shall support the development of a computational science workforce. The DOE Office of Science shall maintain a balanced portfolio within the advanced scientific computing research and development program that supports robust investment in applied mathematical, computational, and computer sciences research needs relevant to DOE's mission; and associated high-performance computing hardware and facilities.

This resolution calls on the Office for Civil Rights within the Department of Education and state attorneys general to assist elementary and secondary schools in complying with existing civil rights laws and investigate and enforce such laws. In addition, the resolution condemns the practice of requiring teachers to receive education in critical race theory as a condition of certification.

This bill prohibits any executive agency from contravening Executive Order 13950 (Combating Race and Sex Stereotyping), except as such order relates to contractors and grant recipients.

Combatting Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.

America Needs Worthwhile Resources Act or the ANWR Act This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Arctic National Wildlife Refuge.

Mainstreaming Addiction Treatment Act of 2021 This bill removes the requirement that a health care practitioner apply for a separate waiver through the Drug Enforcement Administration (DEA) to dispense certain narcotic drugs (e.g., buprenorphine) for maintenance or detoxification treatment (i.e., substance use disorder treatment). Further, a community health aide or community health practitioner may dispense certain narcotic drugs for maintenance or detoxification treatment without registering with the DEA if the drug is prescribed by a health care practitioner through telemedicine. It preempts state laws related to licensure for this activity. The bill also directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.
