Lake Champlain Basin Program Reauthorization Act of 2022 This bill revises and reauthorizes through FY2033 the Lake Champlain Basin Program, which supports restoration and protection efforts for Lake Champlain and its surrounding watershed located in New York, Vermont, and Quebec.
Patent Trial and Appeal Board Reform Act of 2022 This bill modifies the authorities and procedures of the Patent Trial and Appeal Board (PTAB), the body within the U.S. Patent and Trademark Office (PTO) that decides administrative patent validity challenges and reviews (e.g., inter partes reviews and post-grant reviews). For example, the bill (1) authorizes the director of the PTO to review and set aside PTAB decisions, (2) modifies the time limits for filing such patent validity challenges at the PTAB, and (3) limits the institution of certain such challenges if the challenges are filed by the same petitioner and includes one or more of the same claims.
State Antitrust Enforcement Venue Act of 2021 This bill limits the transfer and consolidation of antitrust cases that are brought by states in federal court. Current law generally permits federal civil cases that are related to be transferred to a single district court and consolidated for pretrial proceedings. However, under current law, antitrust cases brought by the federal government are exempt from transfer and consolidation. This bill adds to that exemption antitrust cases brought by states.
Public Safety Officer Support Act of 2022 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers and survivors of public safety officers who suffer from post-traumatic stress disorder, acute stress disorder, or a trauma and stress-related disorder following an exposure to one or more traumatic events while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who die or become disabled as a direct and proximate result of a personal injury in the line of duty.
NDO Fairness Act This bill makes various changes to the procedures and requirements with respect to delayed notification orders. Current law authorizes the government to compel providers of electronic communication services or remote computing services to disclose certain records and information pertaining to subscribers and customers. Further, a provider may notify subscribers or customers of the government's request for records and information unless the government obtains a delayed notification order. With respect to delayed notification orders, the bill raises the standard for courts to grant a delayed notification order, requires courts to issue delayed notification orders only after issuing a written determination based on specific facts, requires orders to be narrowly tailored, and shortens the duration of delayed notification orders. Finally, the bill requires the Department of Justice to report annually on data related to delayed notification orders, including the number of customers targeted; the number of applications for orders; the number of orders granted, extended, or denied; and the number of orders targeting members of the media or conduct related to certain protected activities.
This resolution expresses support for the rights, freedoms, and equal treatment of lesbian, gay, bisexual, transgender, and queer (LGBTQ) individuals. The resolution r ecognizes that LGBTQ rights are human rights and protected by the laws of the United States and international treaties. Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.
No Tax Write-offs for Corporate Wrongdoers Act This bill denies a tax deduction for any amount paid or incurred for punitive damages in connection with any judgment in, or settlement of, any legal action. The bill also requires the gross income of a taxpayer to include any amount paid to or on behalf of the taxpayer as insurance or otherwise by reason of the taxpayer's liability (or agreement) to pay punitive damages.
Register America to Vote Act of 2022 This bill provides for the automatic registration of eligible voters. Specifically, the bill directs each state that has a voter registration requirement for federal elections to automatically register eligible individuals when they turn 18 years of age. The bill also provides for the automatic registration of individuals through state motor vehicle authorities. Individuals must be provided with an opportunity to opt out of automatic voter registration. The Election Assistance Commission must make grants to states to implement these automatic voter registration programs.
Affordability is Access Act This bill establishes several requirements relating to health insurance coverage of, and access to, over-the-counter contraceptives. Specifically, the bill requires the Department of Health and Human Services, the Department of Labor, and the Department of the Treasury to specify that private health insurance plans must cover over-the-counter contraceptives that are approved by the Food and Drug Administration (FDA), even without a prescription. Under current law, private health insurance plans (with some exceptions) must cover FDA-approved prescription contraceptives, without cost-sharing requirements. The bill also prohibits retailers from interfering with an individual's access to oral contraceptives that are meant for routine, daily use and are FDA-approved for use without a prescription.
Lifting Immigrant Families Through Benefits Access Restoration Act of 2022 or the LIFT the BAR Act of 2022 This bill repeals certain limits on the eligibility of noncitizens who lawfully reside in the United States for federal means-tested programs, including Medicaid, the Children's Health Insurance Program (CHIP), programs funded through Temporary Assistance for Needy Families (TANF) grants, Supplemental Security Income (SSI), and certain nutrition and housing programs.
