This joint resolution directs the President to remove U.S. Armed Forces from hostilities against the Houthis in Yemen within 30 days of the enactment of this joint resolution unless Congress authorizes a later withdrawal date, issues a declaration of war, or specifically authorizes the use of the Armed Forces. Prohibited activities include sharing intelligence or providing logistical support to enable offensive strikes by the coalition led by Saudi Arabia. This joint resolution shall not affect any military operations directed at Al Qaeda or forces associated with Al Qaeda.

This resolution expresses that the House of Representatives is committed to building upon the 20 years of success of the George McGovern-Robert Dole International Food for Education and Child Nutrition Program, complementing humanitarian assistance efforts and development programs through the continued implementation of the McGovern-Dole Program to address global food insecurity and create conditions for peace and stability, and supporting U.S. farmers, millers, shippers, and commodity groups that provide agricultural commodities for use in the McGovern-Dole Program to help combat global malnutrition and food insecurity and advance global education.

Tax Filing Simplification Act of 2022 This bill directs the Internal Revenue Service (IRS) to establish a free on-line tax preparation and filing service and allows taxpayers to access third-party provided tax return information and information held by the IRS. The bill prohibits the IRS from entering into any agreement that restricts its legal right to provide tax return preparation services or to provide tax return filing services. The bill requires the IRS to establish and operate programs to (1) facilitate claims for the child care and the earned income tax credits, (2) provide software for the preparation and filing of individual income tax returns for taxable years beginning after 2022, (3) allow taxpayers to download third-party provided return information and IRS-held information to their tax returns, and (4) allow taxpayers to elect to have their tax returns prepared by the IRS. The bill also requires verification of taxpayer identity and requires the IRS to conduct an outreach campaign to provide the public with information about this bill's programs and software.

Upholding Human Rights Abroad Act This bill prohibits, with some exceptions, the Department of Defense (DOD) from providing certain support to forces (e.g., foreign forces or irregular forces) engaged in U.S. special operations if DOD has credible information that the force in question has committed a gross violation of human rights.

Freedom to Travel for Health Care Act of 2022 This bill prohibits anyone from interfering with a person's ability to access out-of-state reproductive health care. (Reproductive health care is defined as medical, surgical, counseling, or referral services related to pregnancy, the termination of a pregnancy, contraception services, and other reproductive care.) Specifically, the bill prohibits anyone from restricting, discriminating against, or otherwise disadvantaging anyone who receives, provides, or assists with out-of-state reproductive health care that is legal in the state in which it is provided. The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations. The bill specifically waives any applicable governmental immunity and preempts any contravening state laws.

This resolution (1) recognizes the increase in educational opportunities, including in sports, for women and girls since the passage of title IX of the Education Amendments of 1972; and (2) encourages the Department of Education and the Department of Justice to ensure that students have a safe learning environment by working to ensure schools prevent and respond to discrimination and harassment on the basis of sex.

This resolution celebrates the 50th anniversary of the Federal Pell Grant program and expresses support for the designation of June 23 as National Pell Grant Day.

Fair Housing Improvement Act of 2022 This bill prohibits discrimination against individuals based on their source of income, veteran status, or military status in the sale or rental of housing and other related real estate transactions and services.

Protecting the Right to Organize Act of 20 21 This bill expands various labor protections related to employees' rights to organize and collectively bargain in the workplace. Among other things, it revises the definitions of employee , supervisor , and employer to broaden the scope of individuals covered by the fair labor standards; permits labor organizations to encourage participation of union members in strikes initiated by employees represented by a different labor organization (i.e., secondary strikes); and prohibits employers from bringing claims against unions that conduct such secondary strikes. The bill also allows collective bargaining agreements to require all employees represented by the bargaining unit to contribute fees to the labor organization for the cost of such representation, notwithstanding a state law to the contrary; and expands unfair labor practices to include prohibitions against replacement of, or discrimination against, workers who participate in strikes. The bill makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership and prohibits employers from entering into agreements with employees under which employees waive the right to pursue or a join collective or class-action litigation. Finally, the bill addresses the procedures for union representation elections, modifies the protections against unfair labor practices that result in serious economic harm, and establishes penalties and permits injunctive relief against entities that fail to comply with National Labor Relations Board orders.

This resolution reaffirms the goals of World Refugee Day and the commitment of the United States to promote the safety and well-being of refugees and asylum seekers.
