This resolution condemns all manifestations of expressions of racism and anti-Asian and Pacific Islander or ethnic intolerance and calls for specified actions by the Senate Judiciary Committee, the Department of Justice (DOJ), and federal law enforcement. The resolution (1) calls on the Senate Judiciary Committee to consider holding a hearing related to the surge in violence against Asian Americans and Pacific Islanders, and (2) applauds DOJ's commitment to conducting a 30-day review of violence against Asian Americans and Pacific Islanders. The resolution calls on federal law enforcement officials, working with state and local officials, to expeditiously and vigorously investigate all reports of hate crimes against Asian Americans and Pacific Islanders in the United States, work to improve the reporting of such hate crimes, and hold the perpetrators of those crimes accountable and bring the perpetrators to justice.

Teacher Education for Computer Science Act or the Teach CS Act This bill authorizes the Department of Education to award grants to institutions of higher education for establishing and maintaining teacher education programs for computer science. It also includes computer science as an eligible education category with respect to receiving various teacher preparation grants and graduate fellowships.
This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.
Time to Rescue United States Trusts Act of 2021 or the TRUST Act of 2021 This bill establishes congressional rescue committees to develop recommendations and legislation to improve critical social contract programs. A critical social contract program is a federal program for which a federal trust fund is established (e.g., Social Security, Medicare, and federal highway programs), with outlays of at least $20 billion during the year preceding the year in which this bill is enacted, and for which the amount of dedicated federal funds and federal trust fund balances will be inadequate to meet the total amount of outlays of the program that would otherwise be made. Each rescue committee may develop recommendations and legislation to improve the program for which it was established, including by (1) increasing the duration of positive balances of the federal trust fund established for the program, and (2) providing for the solvency of the federal trust fund established for the program during a 75-year period. Congress must use specified expedited legislative procedures to consider legislation that is approved and submitted by the rescue committees.
Protect Funding for Women's Health Care Act This bill prohibits federal funding of Planned Parenthood Federation of America or its affiliates, subsidiaries, successors, or clinics.
Earn to Learn Act This bill directs the Department of Education (ED) to establish a college matched-savings demonstration grant program, through which ED must award competitive grants to states and nonprofit organizations to provide certain low-income students with educational savings accounts (e.g., 529 plans). Further, ED must (1) develop and make available to grant recipients certain tools, including a training platform, a program guide, an online data portal, and certain trainings (e.g., on college readiness); (2) ensure that participation in the grant program does not affect student eligibility for Federal Pell Grants; and (3) provide technical assistance. Grant recipients must use funds to (1) select eligible students to participate in the grant program, (2) provide selected students with financial literacy education, (3) establish an educational savings account for each participating student and allow such students and their families to deposit funds in their account to save for attendance at an institution of higher education or an area career and technical education school, and (4) reserve matching funds for participating students. Additionally, grant recipients must ensure that participating students are entitled to withdraw funds from their accounts under certain circumstances.
Making Access To Cleanup Happen Act of 2021 or the MATCH Act of 202 1 This bill directs the Department of Agriculture (USDA) to (1) identify a list of emergency watershed protection measures the cost of which may be incurred by a state, local government, or Indian tribe prior to entering into an agreement with USDA under the Emergency Watershed Protection Program; and (2) develop procedures, including appropriate deadlines, to be implemented at the state level, through which such entities may request and incur the cost for additional emergency watershed protection measures. USDA must consider any applicable pre-agreement costs incurred by a state, local government, or Indian tribe for undertaking emergency watershed protection measures as meeting part of its contribution towards the project costs.

Military Spouse Licensing Relief Act of 2021 This bill provides for the portability of professional licenses of service members and their spouses who are relocated, because of military orders, outside of the jurisdiction that issued the license. Specifically, a professional license in good standing of a service member or spouse shall be considered valid at a similar scope of practice and in the discipline applied for in the new jurisdiction for the duration of such military orders. To establish and maintain eligibility, a service member or spouse must (1) provide a copy of the military orders to the licensing authority in the new jurisdiction; (2) remain in good standing with the licensing authority that issued the license; and (3) submit to the authority of the licensing authority in the new jurisdiction for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements. The bill also provides that if a service member or spouse is licensed to operate in multiple jurisdictions through an interstate licensure compact, the service member or spouse is subject to the requirements of the compact or the applicable provisions of the state law rather than the provisions of this bill.
