This resolution expresses the Senate's condolences to the people of Afghanistan and the Hazara, an ethnic minority community in Afghanistan. The resolution also condemns all forms of violence against women and girls in Afghanistan and supports U.S. and international efforts to ensure that girls in Afghanistan can safely attend school. (On May 8, 2021, a bomb attack at the Sayed Ul-Shuhada High School in Kabul killed more than 85 people.)

This resolution offers the condolences of the Senate regarding the death of Senator John William Warner and expresses deep appreciation for his outstanding and important service to his country.

Border Response Resilience Act This bill requires the Department of Homeland Security (DHS) to develop a plan for responding to irregular increases in migration at the border that present risks to border security. The plan shall include various elements including (1) a list of each agency, component, and office involved; (2) a process for quickly expanding capacity to temporarily process and hold individuals; and (3) a strategy for coordinating with local governments and other entities when DHS releases detained individuals. DHS must also identify metric thresholds for determining when to activate the plan and must activate the plan when such thresholds are satisfied. Furthermore, DHS must notify Congress no later than 14 days after activating the plan.

This resolution offers the condolences of the Senate regarding the death of Senator David Henry Gambrell and honors his life and legacy.

Budgeting for Opioid Addiction Treatment Act This bill imposes an excise tax on the sale of any active opioid. The tax is equal to one cent per milligram so sold and it is imposed on the manufacturer, producer, or importer of the opioid. The term active opioid means any controlled substance that is opium, an opiate, or any derivative thereof. The bill provides block grants for substance abuse treatment programs. The Department of Health and Human Services must report on the impact of this bill on (1) the retail cost of active opioids; (2) patient access to such opioids, particularly cancer and hospice patients; and (3) the use of tax revenues to improve substance abuse treatment efforts. The report must also make suggestions for improving access to opioids for cancer and hospice patients and substance abuse treatment efforts.

Don't Weaponize the IRS Act This bill codifies regulations promulgated by the Trump Administration exempting certain tax-exempt organizations from specified reporting requirements. Specifically the bill increases from $5,000 to $50,000 the gross receipts threshold used to determine the eligibility of tax-exempt organizations for the exemption from certain disclosure and reporting requirements; expands the definition of organization to include tax-exempt charitable organizations and organizations with no significant activities relating to lobbying, political activity, and the operation of a trade or business; exempts from disclosure the names and addresses of contributors to an organization in its annual informational return; and extends exemptions from reporting requirements to political action committees (i.e., 527 organizations).

This resolution welcomes President Moon Jae-in of South Korea to the United States. It also reaffirms the importance of the U.S.-South Korea relationship to peace, security, and prosperity on the Korean Peninsula and in the Indo-Pacific region.

This resolution designates the week of May 9-May 15, 2021, as National Police Week.

Shawnee Wilderness Designation Act This bill designates approximately 289,000 acres of Forest Service land comprising the Shawnee National Forest in Illinois as the Shawnee Wilderness and as a component of the National Wilderness Preservation System.

This resolution supports the designation of May 2-May 8, 2021, as Public Service Recognition Week. It also commends public servants for their contributions during the COVID-19 crisis.
