Reserve Organization of America Charter Amendments Act of 2025

Maddy summaryThis bill amends the federal charter of the "Reserve Officers Association of the United States" to rename it the "Reserve Organization of America" and updates all references to the organization throughout federal law. It makes technical changes to the organization's charter in Title 36 of the U.S. Code, including updating its name, governing provisions, and references in federal documents. The bill does not change the organization's purpose, membership, or operational rules - it solely addresses administrative naming consistency. This is a procedural update affecting how the organization is identified in federal law, not a substantive policy change.

TRAIN Act

Maddy summaryThe TRAIN Act (S.2455) allows copyright owners to request court-issued subpoenas requiring developers of generative AI models to disclose records showing whether their copyrighted works were used to train the model. It directly affects AI developers who create or substantially modify generative AI systems (like those producing text, images, or audio) by making them subject to these disclosure requests. To obtain a subpoena, a copyright owner must submit a sworn declaration showing a good-faith belief that their specific works were used in training, and the records can only be used to protect their copyright. The bill includes safeguards, such as prohibiting requests for others' works, requiring confidentiality of disclosed records, and imposing sanctions for bad-faith requests.

Transformation to Competitive Integrated Employment Act

Maddy summaryThe Transformation to Competitive Integrated Employment Act (S 2438) aims to transition people with disabilities from special certificates (which allow employers to pay below minimum wage) to competitive integrated employment. It establishes grant programs for states and eligible entities to help employers transform their business models to provide competitive wages (at least minimum wage or customary rates for similar work) and integrated services. The bill phases out special certificates with a 5-year sunset provision (ending 5 years after enactment) and requires employers to transition employees to competitive integrated employment settings. It also mandates data collection, evaluation, and stakeholder engagement, with a focus on involving people with disabilities and their families in the transition process.

Equitable Community Access to Pharmacist Services Act

Maddy summaryThis bill expands Medicare Part B coverage to include specific pharmacist services, directly affecting Medicare beneficiaries and pharmacists who provide these services. It defines "pharmacist services" as evaluations and treatments for illnesses like COVID-19, flu, RSV, or strep throat, or services addressing public health emergencies, requiring collaboration with physicians as state law permits. Medicare would pay 80% of the lower of the actual charge or 85% of the physician payment rate (100% for public health emergencies), and prohibits balance billing for these services. The changes take effect January 1, 2026.

Recovery of Stolen Checks Act

Maddy summaryThis bill (S 2449, "Recovery of Stolen Checks Act") allows taxpayers who have had paper tax refunds lost or stolen to elect receiving replacement refunds via direct deposit instead of a paper check. It amends the Internal Revenue Code to require the IRS to establish regulations within six months enabling this election process for eligible taxpayers. The key provision creates a new option for individuals needing replacement refunds for lost or stolen paper checks, shifting the method from physical mail to direct deposit. This directly affects taxpayers who previously received paper refunds but now face loss or theft. The bill focuses on streamlining the replacement process without changing tax rates or eligibility.

Promotion and Expansion of Private Employee Ownership Act of 2025

Maddy summaryThis bill extends tax deferral for company stock sold to employee stock ownership plans (ESOPs) and fixes a rule that previously caused small businesses to lose government benefits after 49% ownership transferred to an ESOP. It creates a new Treasury Department office to provide education and technical assistance for companies adopting ESOPs, and establishes a Labor Department Advocate for Employee Ownership to coordinate federal efforts and promote employee ownership. These changes directly affect S corporations considering ESOPs, current ESOP-owned businesses, and small businesses seeking to maintain eligibility for government programs. The bill focuses on removing barriers to employee ownership through concrete tax, eligibility, and support mechanisms.

PRIME Act

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

A bill to amend title 18, United States Code, to include rioting in the definition of racketeering activity.

Maddy summaryThis bill amends federal law to include rioting as a form of "racketeering activity" under the Racketeer Influenced and Corrupt Organizations (RICO) Act. It does so by adding a reference to section 2101 (which defines rioting as a federal crime) into the existing list of racketeering activities. This change would allow federal prosecutors to pursue RICO charges against individuals or groups who engage in rioting as part of a larger pattern of organized criminal conduct. The bill directly affects those whose rioting activities are linked to organized criminal enterprises, potentially subjecting them to enhanced penalties under RICO.

It does not create new laws or directly affect any group but encourages remembrance ceremonies, educational events, and awareness efforts. The resolution urges communities, social media platforms, and government agencies to collaborate on initiatives promoting digital safety and supporting victims.
