Stop Subsidizing Multimillion Dollar Corporate Bonuses Act

Maddy summaryThis bill amends the tax code to deny corporations a tax deduction for excessive executive bonuses paid to certain high-level employees. It expands the definition of "covered individual" to include more executives (such as those who performed services after 2024 or were top earners before 2025) and requires companies to meet specific SEC filing criteria. The change applies to tax years beginning after December 31, 2024, making large bonuses non-deductible for affected corporations. The policy directly impacts publicly traded companies that pay significant compensation to covered executives.

Better CARE for Animals Act of 2025

Maddy summaryThis bill strengthens enforcement of the Animal Welfare Act by giving the Attorney General new authority to sue violators and seek penalties up to $10,000 per day for ongoing violations. It requires dealers and exhibitors to hold valid licenses for animal sales or transport and allows seized animals to be taken by the government if they’re harmed by violations. Fines collected from violations will fund temporary care for animals during legal cases. The law directly affects animal dealers, exhibitors, and enforcement agencies (USDA and DOJ), clarifying that violations include breaches of related rules and regulations.

Keep Finfish Free Act of 2025

Maddy summaryThis bill blocks federal agencies from permitting commercial finfish aquaculture (raising fish like salmon or tuna in pens or enclosures) in U.S. federal waters (the Exclusive Economic Zone). It directly affects commercial aquaculture companies seeking to operate in these federal waters, requiring them to wait for new federal law before any such activity can proceed. The key provision is a permanent ban on permits or actions authorizing such operations, unless Congress passes a new law specifically allowing it after this bill becomes law. The bill specifically excludes shellfish, seaweed, and other non-fish marine activities from this prohibition.

Assault Weapons Ban of 2025

Assault Weapons Ban of 2025 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Equality Act

Maddy summaryThe Equality Act (S 1503) amends existing civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in employment, housing, public accommodations, credit, and jury service. It expands the definition of "sex" in federal civil rights laws to include sexual orientation and gender identity, clarifying that discrimination based on these factors is prohibited under current law. The bill directly affects individuals, businesses, government entities, and service providers by requiring compliance with these expanded anti-discrimination protections. It does not create new rights but makes clear that existing protections against sex discrimination already cover sexual orientation and gender identity, as affirmed by the Supreme Court in Bostock v. Clayton County. The legislation aims to provide consistent nationwide protections against discrimination that LGBTQ+ people have historically faced in key areas of public life.

Medicare for All Act

Maddy summaryThe Medicare for All Act would establish a government-run health insurance program providing comprehensive coverage to all U.S. residents, replacing current private insurance, Medicare, and Medicaid. The program would cover all medically necessary services including hospital care, prescription drugs, dental, vision, mental health, and reproductive care without patient cost-sharing (except for limited prescription drug cost-sharing under specific conditions). It would prohibit private insurers from selling duplicate coverage and require employers to stop providing duplicate benefits, while allowing supplemental coverage for additional services not included in the core benefits package. The bill includes a transition period with immediate coverage for children and a gradual phase-in for full implementation, with benefits first available for most individuals in 2027. The program would be funded through a new Medicare for All Trust Fund, consolidating current health care program revenues.

A resolution condemning Beijing's destruction of Hong Kong's democracy and rule of law.

Maddy summaryThis resolution (SRES 98) condemns the Chinese government's implementation of Hong Kong's National Security Law and the Article 23 Ordinance, which the Senate states have undermined Hong Kong's autonomy, rule of law, and freedoms. It specifically urges accountability for actions like the sentencing of pro-democracy figures (including Jimmy Lai) and calls for Hong Kong authorities to drop related charges. The resolution also advocates for U.S. and international efforts to adjust Hong Kong's voting status at multilateral organizations, arguing that Hong Kong no longer maintains meaningful independence from mainland China. As a non-binding resolution, it does not enact new laws but formally expresses the Senate's position on these matters.

A resolution expressing the sense of the Senate regarding United Nations General Assembly Resolution 2758 (XXVI) and the harmful conflation of China's "One China Principle" and the United States'"One China Policy".

Maddy summaryThis Senate resolution (SRES 86) expresses the Senate's official position on a longstanding diplomatic issue. It clarifies that United Nations General Assembly Resolution 2758 (1971), which determined China's UN seat representation, does not endorse China's "One China Principle" (claiming Taiwan is part of China) or address Taiwan's political status. The resolution reaffirms the U.S. "One China Policy" does not accept China's sovereignty claim over Taiwan and opposes China's misuse of Resolution 2758 to isolate Taiwan from international organizations like the WHO or UN agencies. It specifically supports Taiwan's meaningful participation in international forums and opposes China's coercion of other nations to sever ties with Taiwan. The resolution is non-binding but aims to correct factual misrepresentations used to limit Taiwan's global engagement.
