COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of hate crimes and reports of hate crimes. DOJ must issue guidance for state, local, and tribal law enforcement agencies on establishing online hate crime reporting processes, collecting data disaggregated by protected characteristic (e.g., race or national origin), and expanding education campaigns. Additionally, DOJ and the Department of Health and Human Services must issue guidance aimed at raising awareness of hate crimes during the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.

This resolution urges an immediate cease-fire to prevent further loss of life and escalation of the conflict in Israel and the Palestinian territories, and it supports diplomatic efforts to resolve the Israeli-Palestinian conflict, uphold international law, and protect human rights.
This resolution calls for the immediate cessation of hostilities in the Tigray region of Ethiopia and condemns all violence against civilians. Further, the resolution calls on Eritrea to withdraw its military forces from Ethiopia, and it urges all parties to the conflict to cease hostilities and work to protect human rights. The resolution also calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and provide humanitarian support.
This bill establishes a pilot program to facilitate community involvement in transportation planning by supporting partnerships between one or more transportation planning agencies (e.g., local and regional metropolitan planning organizations) and community-based organizations. To carry out the program, the Department of Transportation must award grants to such partnerships for, among other purposes, facilitating public meetings and stipends to cover expenses of community participants related to their engagement in transportation planning processes.
Audit the Pentagon Act of 2021 This bill requires the Department of Defense (DOD) to reduce spending for any department, agency, or other DOD element that DOD determines has not achieved an unqualified opinion on its full financial statements for the calendar year ending during that fiscal year. Specifically, the amount available to such department, agency, or element for the fiscal year when the determination is made must be 1% less than the amount otherwise authorized to be appropriated. Amounts unavailable to such department, agency, or element must be applied on a pro rata basis against each program, project, and activity. DOD must deposit such unavailable amounts in the general fund of the Department of the Treasury for purposes of deficit reduction.
Census Improving Data and Enhanced Accuracy Act or the Census IDEA Act This bill prohibits the Department of Commerce, in the 2030 decennial census of population and each decennial census thereafter, from (1) implementing any major operational design element that has not been researched, studied, and tested for a period of at least three years before the decennial census date; or (2) including on the questionnaire for the census any subject, type of information, or question that was not submitted to Congress. The Government Accountability Office shall determine and report to Congress on whether the subjects, types of information, and questions to be included in that decennial census have been adequately researched, studied, and tested to the same degree as in previous decennial censuses.
Hemp Access and Consumer Safety Act This bill allows hemp and hemp-derived ingredients to be included in food and dietary supplements. Current law prohibits, with limited exceptions, the sale of food and dietary supplements that contain an ingredient that is an active ingredient in (1) an approved drug, or (2) a drug for which there have been substantial and publicly known clinical investigations. This bill exempts hemp and hemp-derived ingredients, such as hemp-derived cannabidiol, from this prohibition. The Food and Drug Administration may establish labeling and packaging requirements for such foods and dietary supplements.
Filipino Veterans Family Reunification Act of 2021 This bill exempts from worldwide or numerical limitations certain family-sponsored immigrant visas for the sons and daughters of Filipino World War II veterans who were naturalized under certain laws providing for naturalization for service during World War II.
This resolution expresses the sense of the Senate that the United States must (1) accelerate the electrification of households, buildings, and businesses; (2) modernize the electricity grid; and (3) continue on the path towards decarbonizing electricity generation by 2035.
Keeping Our Promise to Small Businesses Act This bill provides additional funding to the Small Business Administration (SBA) for the Paycheck Protection Program, which was established to assist small businesses during the COVID-19 pandemic. Specifically, the bill provides the additional funding for the cost of processing loan applications that were submitted on or before May 4, 2021; and providing guaranteed loans to eligible entities that apply on or before May 31, 2021, have no more than 100 employees, and are located in a state with an unemployment rate of at least 6%. In guaranteeing the new loans, the SBA must give a preference to entities that are women-, minority-, or veteran-owned.
