Facilitating Innovative Nuclear Diagnostics Act of 2021 This bill establishes separate payment requirements for diagnostic radiopharmaceuticals under the Medicare prospective payment system for hospital outpatient department services. The bill's requirements apply to diagnostic radiopharmaceuticals that have an average daily cost of $500 or more in 2022 and as adjusted based on a specified fee schedule factor in each year thereafter.

Social Determinants Accelerator Act of 2021 This bill establishes the Social Determinants Accelerator Interagency Council to increase coordination among health and social service programs and provide technical assistance to increase the impact of such programs. The council must also assist the Centers for Medicare & Medicaid Services to award up to 25 grants to state, local, or tribal health or human services agencies for social determinants accelerator plans. These plans must address at least one health and one social outcome for a specified target population.

Protecting Seniors Through Immunization Act of 2021 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.

Technical Reset to Advance the Instruction of Nurses Act or the TRAIN Act This bill modifies the methodology and application of Medicare Advantage nursing and allied health education payments for hospitals. Specifically, for 2010-2019, the bill eliminates the annual cap on total payments and excludes any resulting increase from factoring into calculations for graduate medical education payments for such hospitals. (The Centers for Medicare & Medicaid Services recently issued guidance providing for the recalculation and correction of certain payments to account for the annual payment cap.)

Protecting Sibling Relationships in Foster Care Act This bill requires the Administration for Children and Families to establish a competitive pilot grant program for foster care agencies to increase the placement of siblings together in foster care.

American Broadband Act This bill addresses broadband and other communications services. The bill limits applicable state and local regulatory authority. Limitations include setting (and providing statutory authority for) deadlines for reviews and decisions related to personal wireless and other telecommunication service facilities, as well as cable franchises and services. Further, a state or locality may not provide broadband services in areas with more than one other commercial provider. The bill exempts certain telecommunications infrastructure projects from environmental and historic preservation reviews, including projects carried out after a declared disaster or emergency (e.g., a wildfire). The bill also establishes a rebuttable presumption that a request for a review of the effects of deploying wireless service on historically, culturally, or religiously significant tribal or Native Hawaiian land is complete if the tribe or Native Hawaiian organization receives certain forms. The bill enhances criminal penalties for willful or malicious destruction of a communication facility. Furthermore, the General Services Administration must establish a common fee schedule for deploying wireless facilities that affect federal property. Additionally, the National Telecommunications and Information Administration must award grants for expanding high-speed broadband access, facilitate through an interagency strike force timely reviews of telecommunications-related requests that affect federal property (e.g., a request for an easement or right-of-way), and report on certain requests concerning communications facilities on federal real property. The bill also requires collaboration among federal agencies that support broadband deployment.

Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.

Foster Care Stabilization Act This bill requires the Administration for Children and Families to award demonstration grants to foster care stabilization agencies to improve services for foster youth awaiting placement and for other emergency assistance.

Energy Poverty Prevention and Accountability Act This bill addresses energy poverty (i.e., insufficient access to affordable energy) in at-risk communities. An at-risk community is a community that is low-income, minority, rural, elderly, or Native American. The Department of the Interior must report on (1) barriers to the ability of at-risk communities that live on or near federal land or tribal land to access reliable and affordable energy, including how the presence of adequate energy transmission infrastructure affects such access; and (2) actions that it and the Forest Service may take to reduce such barriers. In addition, certain executive actions may not be carried out until Interior conducts energy poverty studies for such actions. The Congressional Budget Office must report on how a bill or resolution will affect the cost of energy for at-risk communities. The Government Accountability Office must (1) analyze federal energy and environmental laws and regulations, and state renewable portfolio standards, to determine how such laws, regulations, and standards affected electricity prices, home heating prices, gasoline prices, motor vehicle prices, natural gas prices, and household appliance prices in at-risk communities; and (2) develop criteria to determine whether an at-risk community is experiencing energy poverty. The Office of Management and Budget must review and publish each applicable energy regulation to determine if any regulation imposes, relative to the general population, disproportionate costs on at-risk communities.

Taskforce Recommending Improvements for Unaddressed Mental Perinatal & Postpartum Health for New Moms Act of 2021 or the TRIUMPH for New Moms Act of 2021 This bill temporarily establishes within the Department of Health and Human Services the Task Force on Maternal Mental Health. The task force must develop a national strategy for maternal mental health and report on best practices, policies, and programs to prevent, screen for, diagnose, treat, and reduce disparities in maternal mental health conditions. The report must identify opportunities for state- and local-level partnerships to address maternal mental health, and the task force must share those opportunities with state governors.
