Preserving Patient Access to Home Infusion Act This bill specifically includes pharmacy services as part of covered home infusion therapy under Medicare, and specifies that certain payment components still apply regardless of whether or not a qualified supplier is physically present in the beneficiary's home. The bill also allows nurses and physician assistants to establish and review the plan of care for home infusion therapy.

Automatic Relief for Taxpayers Affected by Major Disasters and Critical Events Act This bill modifies the mandatory extension of certain tax filing and other tax-related deadlines for taxpayers affected by federally declared disasters and rules for postponing certain tax filing or payment requirements due to service in a combat zone or a contingency operation. It also tolls the deadline for filing a petition in the Tax Court if the location for filing the petition is inaccessible.

International Pandemic Preparedness and COVID-19 Response Act of 2021 This bill outlines U.S. foreign policy to respond to the COVID-19 pandemic and to future pandemics and disasters. With respect to COVID-19, the Department of State must develop a strategy to expand and expedite access to COVID-19 vaccines in other countries. The bill also allows for the use of any foreign assistance for activities to combat COVID-19, regardless of the original purpose of the funding. Additionally, the State Department and the U.S. Agency for International Development must protect and support humanitarian actors responding to secondary effects of the pandemic (e.g., food insecurity). Furthermore, the State Department must report on, and take other steps to address, restrictions and violations of human rights in the COVID-19 response measures of other countries, and the U.S. Agency for Global Media must focus its communication programs on combating propaganda and providing accurate information related to COVID-19. With respect to future pandemics and disasters, the bill (1) designates agencies responsible for carrying out preparedness and response activities, and (2) authorizes a committee within the National Security Council to coordinate government-wide response efforts. Additionally, the President must establish a strategy for advancing U.S. global health security; the bill creates a position in the State Department to promote this strategy. Moreover, the State Department must work with other international actors to establish a financing mechanism and otherwise promote global health security, including by strengthening health systems and disease surveillance in developing countries. Additionally, funding authorized by this bill may not be made available to China.
Expanding Access to Palliative Care Act This bill requires the Center for Medicare and Medicaid Innovation (CMMI) to test a model that provides community-based palliative care and care coordination for high-risk Medicare beneficiaries and that may replace the Medicare Care Choices Model (currently set to expire on December 31, 2021). Under the new model, multi-disciplinary teams must provide coordinated, palliative care that is available 24-7 for Medicare beneficiaries with serious illnesses or injuries, such as cancer. The CMMI must evaluate the model by comparing patients participating in the model with those outside of the model in relation to specified metrics, including the election and duration of hospice care.
This bill requires a value-for-money analysis as part of certain applications for financial assistance for transportation projects. An applicant for assistance through the Transportation Infrastructure Finance and Innovation Act program and the Railroad Rehabilitation and Improvement Financing program must include the analysis if the project (1) has an estimated cost that exceeds $750 million, and (2) is carried out in a state that authorizes the use of public-private partnerships for transportation projects. The analysis must address, among other matters, the cost of using public funding versus private financing. Additionally, the Department of Transportation must (1) report to Congress about the use of private financing for such transportation projects and the benefits of value-for-money analysis; and (2) issue guidance on performance benchmarks, risk premiums, and expected rates of return on private financing for transportation.
United States Cadet Nurse Corps Service Recognition Act of 2021 This bill recognizes service as a member of the U.S. Cadet Nurse Corps between July 1, 1943, and December 31, 1948, as active duty service. The active duty designation entitles qualifying individuals to certain benefits afforded to veterans, such as burial benefits (not including interment at Arlington National Cemetery) and honorary veteran status. Under the bill, the Department of Defense (DOD) must issue individuals who served in the corps during the specified period a discharge from their service under honorable conditions if such a discharge is warranted based on the duration and nature of the service. Such individuals are not entitled to Department of Veterans Affairs benefits aside from those related to burials and memorials. The bill also authorizes DOD to produce a service medal or other commendation, memorial plaque, or grave marker to honor the individuals.
Improving Housing Outcomes for Veterans Act of 2021 This bill requires the Veterans Health Administration (VHA) to provide medical center staff and homelessness service providers of the Department of Veterans Affairs (VA) with information related to best practices for the collaboration on centralized or coordinated assessment systems established and operated by Continuums of Care. The VA must also ensure that the information and related resources are accessible to VA medical center staff and homelessness service providers. Additionally, the bill requires the VHA to communicate with VA employees who have responsibilities related to homelessness assistance programs regarding (1) the measurement of performance by the VA's Homeless Program Office, and (2) how to obtain and provide feedback about the performance measures.
