Camp Lejeune Justice Act of 2021 This bill allows certain individuals to sue and recover damages for harm from exposure to contaminated water at Camp Lejeune in North Carolina between August 1, 1953, and December 31, 1987. This action is available only to individuals who were exposed to contaminated water for at least 30 days. The bill prohibits the U.S. government from asserting specified immunity from litigation in response to such a lawsuit. The bill also prohibits an individual who brings such an action from bringing a separate tort action against the United States based on the same harm.

Safe Shelters Act of 2021 This bill imposes certain requirements on applicants for Office of Refugee Resettlement grants to open or fund shelter facilities for unaccompanied alien children. Specifically an applicant for such a grant must (1) disclose in the application any adverse action (generally an adverse criminal or regulatory action relating to a government contract or the care of children) taken against the applicant in the five-year period before the application, and (2) be licensed under state law to operate the facility in question. The Department of Health and Human Services must seek to collaborate with state regulatory agencies to review state databases for information about adverse actions taken against such applicants.
Advancing American Artificial Intelligence Innovation Act of 2021 This bill requires the Department of Defense (DOD) to implement a pilot program to assess the feasibility and advisability of establishing data libraries for developing and enhancing artificial intelligence capabilities to ensure that DOD is able to procure optimal artificial intelligence and machine learning software capabilities. DOD must brief the congressional defense committees on the implementation of this pilot program.
Administrative False Claims Act of 2021 This bill modifies provisions regarding fraud committed against the federal government. Specifically, the bill raises the maximum amount of a fraud claim that may be handled administratively from $150,000 to $1 million, allows responsibilities in the administrative process assigned to the Attorney General or an Assistant Attorney General to be delegated to other Department of Justice employees, and allows the government to recoup costs for investigating and prosecuting these frauds.

Promoting American Energy Jobs Act of 2021 This bill requires the Department of Energy to establish an Energy Jobs Council to (1) conduct a survey of employers in the energy, energy efficiency, and motor vehicle sectors of the U.S. economy; (2) preform an analysis of the employment figures and demographics in those sectors; and (3) publish a U.S. Energy and Employment Report that is based on the survey and analysis.
Smart Manufacturing Leadership Act of 2021 This bill addresses the productivity and energy efficiency of the manufacturing sector as well as the development of smart manufacturing technologies (certain advanced technologies in information, automation, monitoring, computation, sensing, modeling, and networking). Specifically, the Department of Energy (DOE) may make grants to states for supporting the implementation of smart manufacturing technologies. States must use those grants to (1) provide access to shared supercomputing facilities to small- and medium-sized manufacturers, (2) fund research and development of transformational manufacturing processes and materials technology that advance smart manufacturing, and (3) provide tools and training to aid the adoption of energy management systems and implement smart manufacturing technologies in the manufacturers' facilities. In addition, DOE must expand the scope of technologies covered by its Industrial Assessment Centers to (1) include smart manufacturing technologies and practices, and (2) equip the centers' directors with the training and tools necessary to provide technical assistance in smart manufacturing technologies and practices. DOE must also (1) study how it can increase access to existing high-performance computing resources in its National Laboratories, and (2) facilitate access to the laboratories by small- and medium-sized manufacturers.
Vaccine Access Improvement Act of 2021 This bill adds vaccines recommended by the Centers for Disease Control and Prevention (CDC) for routine administration to children or in pregnant women to the list of taxable vaccines for purposes of the vaccine excise tax. The CDC must notify the Department of the Treasury and specified congressional committees of the designation of such vaccines as taxable vaccines.
Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.
Securing Inspector General Independence Act of 2021 This bill limits the circumstances under which the President or certain agency heads may remove an Inspector General or place an Inspector General on non-duty status. Before an Inspector General may be removed, Congress must be given a detailed account of the reasons for the removal and the Inspector General shall remain on the job for 30 days while Congress considers those reasons.
