Open Courts Act of 2021 This bill requires the Administrative Office of the U.S. Courts to establish a single electronic system for all public federal court records that is publicly accessible, free of charge, and does not require registration.

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal to the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II.
Maternal and Child Health Stillbirth Prevention Act of 2022 This bill expands the scope of the Maternal and Child Health Services Block Grant to include research and activities to prevent stillbirths.
Susan Muffley Act of 2022 This bill restores the full vested monthly benefits for eligible participants of certain pension plans that were sponsored by Delphi Corporation and terminated as a result of General Motors' bankruptcy in 2009. The Pension Benefit Guaranty Corporation (PBGC) must recalculate and adjust each plan participant's monthly benefits payment. The PBGC must also apply the recalculation to previously-made monthly payments and make a lump-sum payment for any additional benefits based on the recalculation. The bill establishes and provides appropriations to a fund for the payment of these benefits and specifies how the lump-sum payments are treated for tax purposes.
Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.
Treatment Family Care Services Act This bill requires the Department of Health and Human Services (HHS) to issue guidance for states about funding and establishing treatment family care services. Treatment family care services are structured daily services and interventions to address mental and behavioral health disorders, medically fragile conditions, or developmental disabilities that, among other criteria, are provided in a home-based setting to children who are less than 21 years old and enrolled in any Medicaid eligibility group. Specifically, HHS must issue guidance on (1) opportunities for states to fund treatment family care services through Medicaid, federal foster care and related programs, or other HHS programs; and (2) best practices for states to establish treatment family care services programs. The bill also requires the Government Accountability Office to assess and report on certain training provided to foster parents and other caregivers, including recommendations for improving state processes related to approval and oversight of the training.
Strengthening American Cybersecurity Act of 2022 This bill addresses cybersecurity threats against critical infrastructure and the federal government. The Cybersecurity and Infrastructure Security Agency (CISA) must perform ongoing and continuous assessments of federal risk posture. An agency, within a specified time frame, must (1) determine whether notice to any individual potentially affected by a breach is appropriate based on a risk assessment; and (2) as appropriate, provide written notice to each individual potentially affected. Each agency must (1) provide information relating to a major incident to specified parties, and (2) develop specified training for individuals with access to federal information or information systems. The bill requires reporting and other actions to address cybersecurity incidents. Entities that own or operate critical infrastructure must report cyber incidents and ransom payments within specified time frames. The bill limits the use and disclosure of reported information. The bill establishes (1) an interagency council to standardize federal reporting of cybersecurity threats, (2) a task force on ransomware attacks, and (3) a pilot program to identify information systems vulnerable to such attacks. The bill provides statutory authority for the Federal Risk and Authorization Management Program (FedRAMP) within the General Services Administration (GSA). FedRAMP is a government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud computing products and services. The bill establishes a FedRAMP Board to examine the operations of FedRAMP and the Federal Secure Cloud Advisory Committee.
No Trading with Invaders Act This bill requires the President to withdraw normal trade relations status from a country that commits, against a World Trade Organization member, an act of aggression that (1) violates international law, and (2) is not a legitimate act of self-defense. The bill also makes permanent the President's authority to impose visa- and property-blocking sanctions for violations of human rights and modifies such authority.
Trading System Preservation Act This bill authorizes the President to enter into covered plurilateral trade agreements. Covered plurilateral trade agreement refers to a sector-specific agreement within the framework of the World Trade Organization (WTO) involving foreign countries or foreign territories that form a subset of the members of the WTO that does not extend benefits on a most-favored-nation basis. Specifically, the bill requires the U.S. Trade Representative to provide a classified briefing to specified congressional committees on the feasibility and advisability of pursuing and adopting covered plurilateral trade agreements. After the congressional briefing, the bill directs the President to initiate negotiations for a covered plurilateral trade agreement when the President determines it is in the national interest to do so. The bill authorizes the President to enter into these agreements in specified sectors of the economy (e.g., digital services and pharmaceuticals), with such authority expiring on July 1, 2027. Further, the President may proclaim a modification or continuance of any existing duty or continuance of existing excise or duty-free treatment to carry out an agreement.
Government Ownership and Oversight of Data in Artificial Intelligence Act of 2021 or the GOOD AI Act of 2021 This bill directs the Office of Management and Budget to (1) incorporate specified considerations and principles, and the input of specified individuals and entities, in developing an update of guidance for federal agency use of artificial intelligence; and (2) establish an Artificial Intelligence Hygiene Working Group.
