Improving Access to Nutrition Act of 2025

Maddy summaryS 1628, the Improving Access to Nutrition Act of 2025, eliminates work requirements for the Supplemental Nutrition Assistance Program (SNAP). The bill directly affects approximately 6.1 million people currently subject to SNAP work requirements, including many Black and Hispanic individuals, families with children, and people with health barriers that prevent compliance. It amends the Food and Nutrition Act of 2008 by removing subsection (o) that enforced work requirements and making related administrative adjustments. This change aims to prevent benefit reductions or terminations for vulnerable households during the pandemic, addressing findings that work requirements disproportionately impact communities of color and those facing health or homelessness challenges. The bill takes effect 180 days after enactment.

A resolution expressing support for the designation of the week of May 4, 2025, through May 10, 2025, as "National Small Business Week" to celebrate the contributions of small businesses and entrepreneurs in every community in the United States.

Maddy summarySRES 201 is a non-binding Senate resolution designating the week of May 4-10, 2025, as "National Small Business Week." It honors small businesses and entrepreneurs across all U.S. communities for their economic contributions, citing that small businesses support over 59 million jobs. Captive Primate Safety Act

Maddy summaryThe Captive Primate Safety Act bans the import, export, sale, transport, breeding, or possession of specific nonhuman primates - including chimpanzees, gorillas, orangutans, and their hybrids - in interstate or foreign commerce. It directly affects individuals, businesses, and facilities involved in trading or owning these primates, with exceptions for pre-existing owners who register animals with the Fish and Wildlife Service within 180 days and agree to no breeding, sales, or public contact. Research facilities with valid Department of Agriculture registrations may continue using these primates for research. The law requires the Secretary of the Interior to issue implementing regulations within 180 days, but the prohibitions take effect immediately regardless of regulation timing.

A resolution expressing the sense of the Senate that the Secretary of Health and Human Services should withdraw a reduction in public notice and comment opportunities.

Maddy summaryThis resolution urges the Secretary of Health and Human Services (HHS) to withdraw a March 2025 Federal Register notice (90 Fed. Reg. 11029) that proposed reducing public comment periods for HHS regulations. It seeks to restore the previous standard of public participation in rulemaking, which HHS had followed for 54 years under the Administrative Procedure Act. The resolution emphasizes that public input is critical for fair policy decisions affecting millions of Americans through HHS regulations, including those impacting beneficiaries, state governments, and health service providers. As a non-binding resolution, it expresses the Senate’s position but does not alter HHS policy.

PREEMIE Reauthorization Act of 2025

Maddy summaryThis bill reauthorizes federal research funding for preterm birth prevention and infant care through 2029, extending the previous program period. It mandates a comprehensive study by the National Academies on the financial costs of preterm births (including NICU stays and long-term family expenses), factors influencing preterm birth rates, and opportunities for early detection. The study requires a final report with raw data to Congress within 24 months, covering research strategies, state best practices, and precision medicine approaches. The bill directly affects the Department of Health and Human Services (which must establish an interagency working group), the National Academies (as the study contractor), and Congress (as the recipient of the final report).

Antisemitism Awareness Act of 2025

Maddy summaryThis bill directs the Department of Education to use the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when reviewing discrimination complaints under Title VI of the Civil Rights Act. It specifically applies to cases involving discrimination based on Jewish ancestry or ethnic characteristics in schools and programs receiving federal funding. The bill clarifies that this guidance does not expand the Department’s authority, alter existing discrimination standards, or affect First Amendment rights. It aims to ensure consistent enforcement against antisemitism in federally funded education settings, building on existing Department practices since 2019.
