Maddy summaryThis bill grants permanent resident status to a specific individual, Cesar Carlos Silva Rodriguez, bypassing standard immigration rules. It allows him to apply for an immigrant visa or adjust his status to lawful permanent residence under the Immigration and Nationality Act, provided he files within two years of the bill's enactment and pays required fees. If approved, the bill requires the Secretary of State to reduce the annual visa quota for Rodriguez's country of birth by one visa in the current or next fiscal year. This is a one-time exception for an individual, not a general policy change affecting broader groups.
