Military Justice Improvement and Increasing Prevention Act of 2021

Military Justice Improvement and Increasing Prevention Act of 2021 This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

CONNECT for Health Act of 2021

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

A bill to require the Secretary of Veterans Affairs to submit to Congress a plan for obligating and expending Coronavirus pandemic funding made available to the Department of Veterans Affairs, and for other purposes.

This bill requires the Department of Veterans Affairs (VA) to submit a plan for obligating and expending covered funds, which are funds made available to the VA for response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill requires the VA to submit biweekly reports regarding obligations, expenditures, and planned uses of the funds until seven days after the VA has expended all covered funds. The Inspector General of the VA must submit reports examining the obligations and expenditures made using covered funds during the specified reporting period. Finally, the Government Accountability Office must submit an interim report and final report containing a review of obligations and expenditures made using covered funds.

Recognizing Military Service in PSLF Act

Recognizing Military Service in PSLF Act This bill requires the Department of Education to count each month for which a borrower's federal student loan payment was in deferment or forbearance during a period of active duty, including certain National Guard duty, as a qualifying payment for the purpose of the Public Service Loan Forgiveness (PSLF) program. Under current law, a borrower who is a service member is eligible to receive student loan forgiveness under the PSLF program; however, if the borrower places their loan into deferment or forbearance while they are on active duty, that period of time does not count as a qualifying payment for the PSLF program.

Understanding the True Cost of College Act of 2021

Understanding the True Cost of College Act of 2021 This bill requires standardized financial aid terminology and offer forms. Specifically, the Department of Education (ED) must develop standard terminology and a format for financial aid offer forms based on recommendations from representatives of certain groups, including students, veterans, and institutions of higher education (IHEs). The consumer-friendly form must include specified details and disclosures, including the estimated cost of attendance, the net price that a student or family is estimated to pay, and the terms and conditions of financial aid. In addition, ED must (1) test the form with representatives of students, students' families, IHEs, secondary school and postsecondary counselors, and nonprofit consumer groups; and (2) use the results to develop the final form. Each IHE that participates in federal student-aid programs must (1) use the standard form when offering financial aid to students, and (2) use the standard terminology and definitions developed by ED for all communications related to financial aid offers.

Home Lead Safety Tax Credit Act of 2021

Home Lead Safety Tax Credit Act of 2021 This bill allows owners of eligible dwelling units a new tax credit through 2024 for 50% of the lead hazard reduction activity costs for each such unit, up to an aggregate of $4,000 per unit. An eligible dwelling unit is any unit located in the United States that was placed in service before 1978. The bill (1) specifies the types of lead hazard reduction activity costs eligible for the credit, including risk assessment and abatement costs; and (2) limits the amount of the credit in any taxable year to $3,000 for specified abatement measures and $1,000 for interim lead control measures.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Justice for the Living Victims of Lockerbie Act

Justice for the Living Victims of Lockerbie Act This bill establishes a mechanism for compensating certain victims of the bombing of Pan American Flight 103 over Lockerbie, Scotland, on December 21, 1988. The Office of Aviation and International Affairs must determine whether the bombing was a proximate cause of Pan American's bankruptcy. If the office finds such proximate cause, then the Department of the Treasury must establish a fund to compensate qualifying victims of the bombing (generally, former employees of Pan American who were part of an earlier lawsuit seeking compensation from Libya for the bombing). The Foreign Claims Settlement Commission must establish a process for claimants to apply for compensation from the fund.
