Never Yielding Europe’s Territory (NYET) Act of 2022

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

Regional Ocean Partnership Act

Regional Ocean Partnership Act This bill allows the National Oceanic and Atmospheric Administration (NOAA) to designate and support Regional Ocean Partnerships between coastal states that share a common ocean or coastal area or border the Great Lakes. It also allows partnerships between coastal states and non-coastal states that share a common watershed or would contribute to the priorities of the partnership. Specifically, NOAA may designate a partnership as a Regional Ocean Partnership if it (1) is established to coordinate the management of ocean, coastal, and Great Lakes resources among state governments and Indian tribes; (2) focuses on the environmental issues affecting the ocean, coastal, and Great Lakes areas of the coastal states participating in the partnership; (3) complements existing coastal and ocean management efforts of states and Indian tribes on an interstate scale, focusing on shared regional priorities; (4) does not have a regulatory function; and (5) is not duplicative of an existing Regional Ocean Partnership. The bill designates the following entities as Regional Ocean Partnerships: the Gulf of Mexico Alliance, the Northeast Regional Ocean Council, the Mid-Atlantic Regional Council on the Ocean, and the West Coast Ocean Alliance. Each partnership must maintain mechanisms for coordination, consultation and engagement with the federal government, Indian tribes, nongovernmental entities, and other federally mandated regional entities. A partnership may use provided federal funds to award grants and enter into contracts for certain purposes, including to monitor the water quality and living resources of multistate ocean and coastal ecosystems.

National Ocean Exploration Act

National Ocean Exploration Act This bill provides statutory authority for the National Ocean Mapping, Exploration, and Characterization Council and revises several programs at the National Oceanic and Atmospheric Administration (NOAA) that support ocean and coastal mapping, hydrographic surveys, and spatial data collection. The bill revises the national ocean exploration program to require NOAA to provide guidance to federal and state agencies, and others, on data standards, protocols for accepting data, and coordination of data collection, compilation, processing, archiving, and dissemination for data relating to ocean exploration and characterization. It also directs NOAA to conduct education and outreach efforts to disseminate information to the public on the discoveries made by the ocean exploration program and coordinate with the outreach strategies of other domestic or international ocean mapping, exploration, and characterization initiatives. Additionally, the bill repeals the undersea research program of NOAA. It also modifies NOAA's ocean and coastal mapping program to include ecosystem approaches in decision-making for natural resource and habitat restoration, emergency response, and coastal resilience and adaptation. NOAA must develop an integrated ocean and coastal mapping federal funding match opportunity to increase the coordinated acquisition, processing, stewardship, and archival of new ocean and coastal mapping data in U.S. waters. The bill also revises and reauthorizes through FY2026 the hydrographic services program of NOAA.

Telecommunications Skilled Workforce Act

Telecommunications Skilled Workforce Act This bill establishes measures to address the workforce needs of the telecommunications industry. Specifically, the bill requires the Federal Communications Commission to establish an interagency working group to develop recommendations for addressing these workforce needs. In addition, the bill requires the Department of Labor to establish and issue guidance on how states can address the workforce needs and safety of the telecommunications industry. In particular, the guidance must address how a state workforce development board can (1) utilize federal resources available to meet telecommunications industry workforce needs; (2) promote and improve recruitment in qualified industry-led workforce development programs, including the Telecommunications Industry Registered Apprenticeship Program; and (3) ensure the safety of tower climbers and other members of the telecommunications workforce. The Government Accountability Office must submit to Congress a report that estimates the number of skilled telecommunications workers that will be required to build and maintain (1) broadband infrastructure in rural areas, and (2) the 5G wireless infrastructure needed to support 5G wireless technology.

Restoring Confidence to the World Anti-Doping Agency Act of 2022

Restoring Confidence to the World Anti-Doping Agency Act of 2022 This bill modifies the authority of the Office of National Drug Control Policy (ONDCP) and the United States Anti-Doping Agency (USADA) with respect to the World Anti-Doping Agency (WADA). Specifically, the ONDCP, in conjunction with USADA, must use all available tools to ensure that WADA maintains a proper conflict-of-interest policy and that independent athletes from the United States and other democratic countries, or representatives of such athletes, have voting positions on the Executive Committee and governing bodies of WADA; demonstrate leadership within the global community; have strict standards that work toward countering the state-sponsored doping system of the Russian Federation and other state-sponsored, systemic fraud through doping; and work collaboratively with democratic countries. The bill requires the United States to have at least one seat on the Executive Committee of WADA as a condition of its participation in WADA.

Connect Unserved Americans Act of 2022

Connect Unserved Americans Act of 2022 This bill modifies administration of and requirements for broadband deployment programs. Specifically, it requires the Department of the Treasury to participate in interagency activities to coordinate federally supported broadband deployment. The bill also increases the percentage (from 50% to 80%) of rural households that a project must serve in order to receive a grant or a loan to expand access to broadband for distance learning and telemedicine in rural areas.

Driving for Opportunity Act of 2021

Driving for Opportunity Act of 202 1 This bill authorizes the Department of Justice to make grants to states that do not suspend, revoke, or refuse to renew a driver's license of an individual based on such individual's failure to pay a civil or criminal fine or fee. Grants shall be awarded to (1) cover the costs incurred by a state to reinstate driver's licenses previously suspended for unpaid fines and fees; (2) maximize the number of individuals with suspended driver's licenses eligible to have driving privileges reinstated or regained; (3) provide assistance to individuals living in areas where public transportation options are limited; and (4) ease the burden on states where the state or local law that permitted the suspension or revocation of, or refusal to renew, driver's licenses or the registration of a motor vehicle based on the failure to pay civil or criminal fines or fees was in effect during the three year period ending on the date on which a state applies for or receives a grant under this bill. The Government Accountability Office must study the implementation of the grant program authorized by this bill, including the known effects of repealing state laws that have permitted the suspension, revocation, or refusal of a driver's license or motor vehicle registration based on the failure to pay civil or criminal fines or fees.
