NICS Denial Notification Act of 2021 This bill requires the Department of Justice to notify state and local law enforcement authorities following a firearms-related background check that results in a denial.
Strengthening Trade, Regional Alliances, Technology, and Economic and Geopolitical Initiatives concerning China Act or the STRATEGIC Act This bill contains provisions addressing China and foreign relations generally. The provisions include directing the Department of State to establish a program to facilitate dialogues between U.S. regulatory and technical agencies and their counterparts in partner countries to promote U.S. regulatory standards; authorizing the State Department to help U.S. companies address China-related supply chain management issues, including by relocating production to other countries; directing the President to establish an interagency working group to strengthen U.S. leadership in international standards-setting bodies for mobile telecommunications technology, including fifth generation (5G) technology; requiring the President to establish a process for a U.S. person to petition for sanctions against a foreign person involved in a significant act of intellectual property theft or the forced transfer of technology; prohibiting any individual who has directly represented the government of a country designated by the President as a country of national security concern from serving in a State Department position that requires Senate confirmation; directing the State Department to establish the Office of Integrity in the United Nations System to counter undue influence by authoritarian nations in the United Nations; and authorizing through FY2026 various State Department programs in Southeast Asia related to maritime security and diplomatic outreach activities.
Fighting Oppression until the Reign of Castro Ends Act or the FORCE Act This bill prohibits removing Cuba from the list of state sponsors of terrorism until the President makes the determination that a transition government in Cuba is in power. Further, the President must submit a report that identifies terrorists and fugitives being provided safe haven in Cuba.
Lacey Act Amendments of 2021 This bill modifies the injurious wildlife provision of the Lacey Act, which generally prohibits the import and shipment of listed living creatures and their eggs. First, the bill specifies that the prohibition on shipment applies to interstate shipments within the continental United States. Second, the bill authorizes the Department of the Interior to issue an emergency designation prohibiting the importation of a species if necessary to address an imminent threat to human beings, to the interests of agriculture, horticulture, forestry, or to wildlife, or to the wildlife resources of the United States. Third, the bill establishes a presumptive prohibition on the importation of any nonnative species of wild mammal, wild bird, fish (including mollusks and crustacea), amphibian, or reptile, or the eggs of any such species. The presumption may be overcome if Interior determines that the species does not pose a significant risk of invasiveness to the United States.
Death Tax Repeal Act of 2021 This bill repeals the estate and generation-skipping transfer taxes. It also makes conforming amendments related to the gift tax.
Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.
Universal Giving Pandemic Response and Recovery Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2021 or 2022 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.
Inter-American Development Bank General Capital Increase Act of 2021 This bill requires the President to support and coordinate diplomatic engagement to secure a 10th general capital increase for the Inter-American Development Bank (IDB) and to support the creation of an environmental fund and financing facility at the IDB. The bill also authorizes the U.S. Governor of the IDB to vote in favor an $80 billion increase in the capital stock of the IDB and to subscribe on behalf of the United States to additional shares of this capital stock.
Stop Forced Organ Harvesting Act of 2021 This bill establishes specified measures to combat forced organ harvesting and the international trafficking in persons for the purpose of removing their organs. These measures include (1) establishing property-blocking and visa-blocking sanctions, (2) prohibiting exports of certain surgery devices to entities that are identified as being responsible for forced organ harvesting or related human trafficking, and (3) requiring the Department of State to report on these practices.
Stop Underrides Act This bill requires the installation of rear, side, and front underride guards on certain trucks and trailers. Specifically, the Department of Transportation (DOT) must require the installation of rear, side, and front underride guards on the following a trailer or semi-trailer that is more than 10,000 pounds, and a single unit truck for which the bottom of the carriage is greater than 22 inches above the ground and that is more than 10,000 pounds. For rear and side underride guards, DOT must require adherence to a performance standard that requires the guards to be able to prevent intrusion from the body or frame of a trailer, semi-trailer, or truck into the passenger compartment of the motor vehicle that contacts the guard while traveling at 35 miles per hour. In addition, DOT must require drivers to (1) conduct a pre-trip inspection of the underride protection system on their vehicles; (2) identify rusted metal compromising structural integrity, cracked welds, or missing or loose fasteners; and (3) complete any necessary repairs. DOT must establish a Committee on Underride Protection to oversee the ongoing underride guard rulemaking process. DOT must publish data on victims of truck underride crashes.
