Sustainable Shark Fisheries and Trade Act of 20 21 This bill addresses the conservation and management of sharks. The bill prohibits the importation into the United States of shark products from a nation that does not have measures to provide for the conservation and management of sharks and measures to prohibit shark finning (the removal of a shark's fins, including the tail, and discarding the remainder of the shark at sea) that are comparable to those of the United States. The bill includes exceptions to this prohibition for law enforcement, subsistence purposes, education, conservation, or scientific research. The Department of Commerce must certify nations with protections for sharks that are comparable to those of the United States. Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Import Monitoring Program. (The Seafood Import Monitoring Program has data reporting and recordkeeping requirements for imported fish or fish products entering U.S. commerce.)

Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.
Disaster Assistance Simplification Act This bill addresses the interaction of disaster recovery relief assistance provided by the Department of Housing and Urban Development (HUD) and the Small Business Administration (SBA). Specifically, the bill prohibits HUD and recipients of HUD disaster relief grants from (1) considering whether an applicant for assistance rejected a separate disaster loan from the SBA, or (2) reducing the amount of assistance by the amount of a rejected SBA loan.
United States Pharmaceutical Supply Chain Review Act This bill requires the Federal Trade Commission to submit annually to Congress a report on foreign investment in the U.S. pharmaceutical industry. The report shall address, among other topics, the effect of the industry's reliance on foreign manufacturing.
This resolution commends the actions of Cuban democracy and human rights activist José Daniel Ferrer García, and it honors the humanitarian efforts of the Patriotic Union of Cuba for its work to defend fundamental freedoms and human rights in Cuba. Further, it condemns Cuba's communist dictatorship and the repression of Cuban activists, and it calls for the international community to stand with the Cuban people against the communist regime.
Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.
This resolution recognizes the Senate's observation of Countering International Parental Child Abduction Month in April 2021. It also urges the United States to lead in raising awareness about the devastating impact of international child abduction.
This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.
Built To Last Act of 2021 This bill directs the National Oceanic and Atmospheric Administration (NOAA) to identify and support research that enables a consistent, federal set of forward-looking long-term meteorological information that (1) models future extreme weather events, other environmental trends, projections, and up-to-date observations; and (2) is suitable for specified uses, including federal and nonfederal efforts to develop and adopt standards, building codes, and voluntary certifications. NOAA must provide the National Institute of Standards and Technology (NIST) with mesoscale meteorological information when appropriate or upon request by NIST. NIST must publish the information and advise and provide technical assistance to organizations that develop standards, model building codes, or voluntary certifications in order for such organizations to appropriately use the information. The Office of Science and Technology Policy, in coordination with the U.S. Global Change Research Program and the Mitigation Framework Leadership Group, shall designate a working group to identify and support research that enables such forward-looking long-term meteorological information.
Protecting Military Installations and Ranges Act of 2021 This bill places restrictions on the purchase of certain property by a foreign person who is owned or controlled by, is acting for or on behalf of, or receives subsidies from Russia, China, Iran, or North Korea. Specifically, the Committee on Foreign Investment in the United States must review a purchase or lease by, or a concession to, any such foreign person of private or public real estate in the United States that is within (1) 100 miles of a military installation; or (2) 50 miles of a military training route, special use airspace, a controlled firing area, or a military operations area. Further, the Department of Defense and the Department of Transportation may not issue final determinations regarding specified projects (e.g., energy projects) that involve a transaction under review by the committee until the committee concludes its action.
