Transatlantic Telecommunications Security Act This bill directs the Department of State and other federal agencies to help Central and Eastern European countries improve the security of their telecommunications networks. A project located in a Central or Eastern European country shall be eligible for assistance if it (1) improves telecommunications networks with secure equipment or services, (2) removes telecommunications equipment or services from China, or (3) enhances telecommunications market integration across the Central or Eastern European region that is secure against malign actors. To support eligible projects, the State Department must provide, as necessary, diplomatic and political support and must also encourage international financial institutions to provide investment support. The U.S. Trade and Development Agency, the U.S. International Development Finance Corporation, and other specified federal agencies must also provide project support, such as feasibility studies and finance-related support, as necessary.

This bill provides funding through FY2026 and provides statutory authority for an office and related initiatives within the Department of State to advance U.S. foreign policy concerning the status of women and girls. Specifically, the bill provides statutory authority for an Office of Global Women's Issues. The office, headed by an Ambassador-at-Large for Global Women's Issues, must advise on foreign policy and international programs relating to equal opportunities for and the advancement of women and girls. Additionally, the bill provides statutory authority for the Women's Global Development and Prosperity Initiative, which promotes women in the workforce and otherwise supports economic advancement for women internationally. The bill prohibits the office, ambassador, or initiative from using funding to lobby other countries to change their abortion laws or policies or include abortion as a programmatic requirement. The State Department must report annually on the program, including compliance with the abortion-related funding restrictions.
NFIP Risk Rating 2.0 Delay Act of 2021 This bill freezes premium rates for flood insurance provided through the National Flood Insurance Program through September 30, 2022.
Providing Officers With Electronic Resources Act or the POWER Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to make grants to law enforcement agencies to purchase a chemical screening device and to train personnel to use, and interpret data collected by, such device.
Unclaimed Savings Bond Act of 2021 This bill establishes requirements and procedures for the Department of the Treasury to transfer ownership of certain matured, unredeemed savings bonds and related records to states.
Afghanistan Counterterrorism, Oversight, and Accountability Act of 2021 This bill imposes sanctions involving Afghanistan and addresses related issues. The President must impose, with certain exceptions, visa- and property-blocking sanctions on any foreign individual or entity that (1) provides support to any terrorist group in Afghanistan, (2) is responsible for or complicit in serious human rights abuses in Afghanistan, or (3) plays a significant role in international narcotics trafficking centered in Afghanistan. The President may also impose such sanctions on any foreign individual or entity that provides certain support for (1) the Taliban or any Taliban member, or (2) any agency of the Taliban-controlled government of Afghanistan. Additionally, the Department of State must (1) require U.S. representatives to the United Nations to advocate and vote to maintain sanctions against the Taliban, and (2) encourage allies and partner countries to impose sanctions against the Taliban. The State Department may suspend the sanctions imposed under this bill upon certifying to Congress that the Taliban has taken certain actions, such as breaking all ties with other terrorist groups. The State Department must establish a task force to (1) implement a strategy relating to the evacuation of Afghanistan, and (2) identify individuals in Afghanistan who have sought admission into the United States as a refugee or humanitarian parolee. The bill requires various reports, including on (1) a revised strategy for engagement with South and Central Asian countries after the U.S. withdrawal from Afghanistan, (2) a counterterrorism strategy for Afghanistan, and (3) the extent of Taliban human rights abuses.

Mind Your Own Business Act of 2021 This bill requires a large publicly traded company, as a condition of being listed on a national securities exchange, to establish in the company's articles of incorporation or bylaws certain duties and procedures regarding a claim against a corporate defendant for breach of fiduciary duty resulting from a material action. A material action taken by a corporate actor covered by this bill includes an action taken primarily in response to a state law, state regulation, or state legislation relating to the manner in which elections are conducted in the state, protecting religious freedom, or limiting the availability of abortion services; an action to promote certain social issues; or other actions unrelated to the company's pecuniary interest. Actions not covered by this bill include charitable contributions, certain exercises of religion, activity related to national security, and the limitation of business with certain nations and entities.
Prioritizing Readiness and Competitiveness Act or the PRC Act This bill rescinds certain unexpended funds for activities in Afghanistan and transfers such funds for certain Department of Defense (DOD) activities. Specifically, the bill rescinds unexpended funds previously made available for various activities in Afghanistan, including for (1) maintaining security forces, (2) maintaining diplomatic personnel, (3) combatting corruption, and (4) reintegrating former Taliban members and other extremists. The President must transfer the rescinded funds to DOD for (1) activities to maintain or expand domestic industrial base capabilities essential for national defense, (2) the Navy's shipbuilding and conversion account, and (3) Defense Advanced Research Projects Agency activities for strengthening the U.S. advantage in strategic technologies.
No Hearing, No Vote Act of 2021 This bill prohibits the Senate from considering a budget reconciliation bill unless at least one committee hearing has been held regarding the bill. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) Specifically, the bill prohibits the Senate from considering a reconciliation bill unless (1) the bill was reported by a committee that received reconciliation instructions or by the Senate Budget Committee after receiving recommendations from committees that received instructions, and (2) each committee that reported the bill or ordered recommendations to be reported to the Senate Budget Committee held at least one hearing regarding any major provision of the bill that is within the jurisdiction of the committee.
