State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.

Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.
Prevent Release Of Toxics Emissions, Contamination, and Transfer Act of 2021 or the PROTECT Act of 2021 This bill adds specified perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS, as hazardous air pollutants under the Clean Air Act. These substances are man-made and may have adverse human health effects.
Protecting Unique and Beautiful Landscapes by Investing in California Lands Act or the PUBLIC Lands Act This bill sets forth provisions concerning the restoration, economic development, and conservation of, and recreational access to, certain public lands in California. The bill establishes the South Fork Trinity-Mad River Restoration Area, the California Public Lands Remediation Partnership, the Trinity Lake and Del Norte County visitor centers, the Horse Mountain Special Management Area, the Elk Camp Ridge Recreation Trail, the Sanhedrin Special Conservation Management Area, and the Condor National Scenic Trail. The bill designates specified federal lands as components of the National Wilderness Preservation System, the North Fork Wilderness as the North Fork Eel River Wilderness, specified federal lands as potential wilderness areas, specified segments of certain rivers and creeks and of a specified river estuary as components of the National Wild and Scenic Rivers System, the Machesna Mountain and the Fox Mountain Potential Wilderness Areas, the Condor Ridge and Black Mountain Scenic Areas, and the San Gabriel National Recreation Area. Also, the bill authorizes the utilization of certain forest residues for research and development of biobased products that result in net carbon sequestration, authorizes initiatives to restore degraded redwood forest ecosystems in the Redwood National Forest and state parks, requires specified recreational studies and partnerships, and expands the boundaries of the Elkhorn Ridge Wilderness and the San Gabriel Mountains National Monument.

Fair Adjudications for Immigrants Act This bill narrows the scope of certain crime-based grounds for barring or removing an alien from the United States. (Generally, a conviction for certain crimes, such as a crime that carries a term of incarceration of a certain length, may constitute grounds for denying an individual certain immigration benefits.) The bill redefines the term conviction to exclude convictions that have been dismissed, expunged, deferred, annulled, invalidated, withheld, vacated, or pardoned. The term must also exclude adjudications where a court issued a recommendation against removal, an order of probation without entry of judgment, or a similar disposition. In addition, any reference to a term of imprisonment or sentence must, unless otherwise provided (1) only consider the period of incarceration ordered by a court, and (2) exclude any suspended portion of a sentence. Currently, for immigration purposes, a term of incarceration includes any part of the sentence that was suspended. These provisions pertaining to the definition of conviction and terms of imprisonment shall apply to convictions and judgments entered either before or after this bill's enactment. Furthermore, certain crime-based grounds for barring or removing an alien shall not apply if the sentencing court issues a recommendation that the alien not be removed on the basis of the conviction.
Global Malnutrition Prevention and Treatment Act of 2021 This bill sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. In coordination with relevant federal agencies, bilateral and multilateral donors, partner countries, and other stakeholders, the USAID may scale up programs for preventing and treating malnutrition globally. This includes focusing on interventions for the populations most susceptible to severe malnutrition (e.g., pregnant and lactating women and children younger than five years of age). The USAID must select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. To support these programs, the USAID must leverage additional private sector resources in priority countries, including by considering opportunities within the Development Finance Corporation's impact framework for supporting improved nutrition outcomes. The USAID must provide Congress with an implementation plan and annual reports concerning its programs for preventing and treating malnutrition. The bill also establishes the Nutrition Leadership Council, comprised of various USAID bureaus and offices, to coordinate agency activities to prevent and treat malnutrition. The bill's provisions terminate seven years after its enactment.
FDA Modernization Act of 2021 This bill allows an applicant for market approval for a new drug to use methods other than animal testing to establish the drug's safety and effectiveness. Under this bill, these alternative methods may include cell-based assays, organ chips and microphysiological systems, computer modeling, and other human biology-based test methods.
American Energy Worker Opportunity Act of 2021 This bill establishes the Office of American Energy Workers in the Department of the Treasury to provide displaced coal workers with wage replacement, health care premiums, retirement savings contributions, and educational assistance. The bill also provides educational assistance for the children of displaced coal workers and provides an incentive for clean energy employers to hire displaced coal workers.
