Helping Experts Accelerate Rare Treatments Act of 2022 This bill requires studies on processes for approving drugs that treat rare diseases and conditions. The Government Accountability Office (GAO) must contract with an appropriate entity to study the European Union's process for evaluating the safety and efficacy of such drugs, including any flexibilities or mechanisms that are specific to rare diseases or conditions. The GAO must also conduct a study about the Food and Drug Administration's mechanisms for ensuring that patient and physician perspectives are considered when evaluating and approving drugs for rare diseases or conditions. The GAO must report to Congress the results of these studies.

This concurrent resolution condemns Russia's invasion of Ukraine and its ongoing support of proxy militias in the region. The concurrent resolution also states that these actions pose a direct threat to international peace and security and run contrary to Russia's responsibilities and obligations as a permanent member of the U.N. Security Council. The concurrent resolution urges the President to direct the U.S. representative to the United Nations to use the voice, vote, and influence of the United States to take all necessary steps to remove Russia as a permanent member of the U.N. Security Council. Finally, the concurrent resolution urges other member states to support such efforts to hold Russia accountable at the United Nations.
Energy Emergency Leadership Act This bill requires the Secretary of Energy to assign energy emergency and energy security functions to an Assistant Secretary, including responsibilities with respect to infrastructure and cybersecurity. The Department of Energy must ensure that such functions are performed in coordination with relevant federal agencies.
This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.
This resolution expresses that it is the sense of the House of Representatives that the energy independence of the United States is critical to national security and should include the production and use of all available energy sources, including coal, natural gas, oil, nuclear energy, and renewables, as well as strategic minerals critical to electric vehicles and other clean energy sources; and President Biden should take immediate action to restore the energy security of the United States and provide U.S. allies with an affordable and secure supply of energy.
No Profits for Taliban-Controlled Mines Act This bill directs the President to prohibit the use of rare earth minerals that originate from Taliban-controlled areas of Afghanistan in domestically sold or manufactured components.
No Pro-Abortion Task Force Act This bill prohibits federal funding of the Reproductive Healthcare Access Task Force. The Department of Health and Human Services launched the task force on January 21, 2022, to identify and coordinate departmental activities related to accessing sexual and reproductive health care.
Building Civic Bridges Act This bill establishes an office and pilot grant program within the Corporation for National and Community Service to support civic bridge building, which aims to address local issues and polarization within communities.
This resolution supports the designation of a National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 70 years of the National FFA Organization's membership magazine.
This concurrent resolution celebrates the first anniversary of the signing of the Geneva Consensus Declaration on Promoting Women's Health and Strengthening the Family.
