Access Technology Affordability Act of 2025

Maddy summaryThe Access Technology Affordability Act of 2025 creates a new tax credit for individuals who purchase technology designed to assist blind people, such as screen readers or braille displays. This credit covers up to $2,000 in expenses per three-year period for qualified access technology used by the taxpayer, their spouse, or a blind dependent. The credit adjusts for inflation after 2026 but does not apply to costs already covered by other tax benefits. The credit expires after 2030, with adjustments for cost-of-living changes starting in 2027.

DOC Access Act of 2025

Dentist and Optometric Care Access Act of 2025 or the DOC Access Act of 20 25 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine (or an employer of such a doctor) for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

North Platte Canteen Congressional Gold Medal Act

Maddy summaryHR 1502 authorizes the creation of a Congressional Gold Medal to honor the volunteers and communities (primarily from Nebraska, Colorado, and Kansas) who supported the North Platte Canteen during World War II. The bill directs the Treasury Secretary to design and strike the medal, which will be presented to the individuals who contributed to the canteen’s operations and then permanently displayed at the Lincoln County Historical Museum in North Platte, Nebraska. It also permits the sale of bronze duplicates to cover production costs, with proceeds going to the U.S. Mint. This is a commemorative measure recognizing historical service, not a policy change affecting current laws or programs.

Accelerating Kids’ Access to Care Act of 2025

Maddy summaryThis bill would require states to create a simplified process for out-of-state healthcare providers to join Medicaid and CHIP programs. Qualified providers (those already enrolled in Medicare or another state's program with low fraud risk) could enroll without excessive screening and would be approved for five years. It directly affects children under 21 enrolled in Medicaid or CHIP by expanding access to providers outside their state, particularly in underserved areas. The change applies to all states' Medicaid programs but takes effect three years after enactment.

9/11 Responder and Survivor Health Funding Correction Act of 2025

Maddy summaryHR 1410 expands access to mental health care for 9/11 responders and survivors by allowing licensed mental health providers (not just physicians) to conduct initial health evaluations and certifications under the World Trade Center Health Program. It adjusts the program’s funding formula to account for changing enrollment numbers by linking annual funding to the previous year’s enrollment ratio, and clarifies that deceased individuals are excluded from enrollment counts. The bill also extends the timeframe for adding new health conditions to the program’s list and requires a 2028 report assessing long-term funding needs through 2090. These changes aim to streamline eligibility, improve care access, and ensure sustainable funding for the program.

CURD Act

Maddy summaryThis bill defines "natural cheese" in federal law to clarify labeling standards for consumers. It specifies that natural cheese must be made primarily from coagulated milk proteins through traditional methods, while explicitly excluding processed cheeses like American cheese, cheese spreads, and pasteurized blends. The law requires products labeled as "natural cheese" to meet this definition, ensuring consistent labeling nationwide and preventing misleading claims. It directly affects cheese manufacturers, retailers, and consumers by standardizing what can be marketed as natural cheese. The bill aims to increase transparency without changing existing food safety regulations.

Goldie’s Act

Goldie's Act This bill expands enforcement provisions under the Animal Welfare Act (AWA). Specifically, the bill directs the Department of Agriculture (USDA) to document and record detailed descriptions of violations of the act observed during inspections and investigations. USDA must provide a copy of all records documenting violations to state, local, and municipal animal control or law enforcement officials within 24 hours of such inspections or investigations. Inspections must be held at least once a year of each research facility, the premises of each animal dealer, and each exhibitor of animals. If violations are found during inspections, then USDA must conduct any necessary follow-up inspections until all the violations are corrected. Inspectors must confiscate or destroy in a humane manner animals found to be suffering physical or psychological harm as a result of failure to comply with the AWA. Violators are subject to civil penalties as outlined in the bill.

Susan Muffley Act of 2025

Maddy summaryThis bill requires the Pension Benefit Guaranty Corporation (PBGC) to recalculate monthly pension benefits for retirees in six specific Delphi-related pension plans to reflect the full vested amount they would have received without prior benefit limits. It mandates lump-sum payments for past underpayments, including 6% annual interest, to eligible retirees and beneficiaries who received lower benefits than guaranteed under ERISA. The PBGC must fund these payments through a new Delphi Full Vested Plan Benefit Trust Fund established in the Treasury. This directly affects retirees in the Delphi Hourly-Rate, Delphi Retirement Program for Salaried Employees, PHI Non-Bargaining, ASEC Manufacturing, PHI Bargaining, and Delphi Mechatronic Systems pension plans. The law does not alter existing PBGC rules for other plans or change how the agency administers benefits generally.
