State and Local Digital Service Act of 2021 This bill directs the General Services Administration (GSA) to establish a Digital Service Agreement Program, under which GSA shall award grants to, or enter into cooperative agreements or memoranda of understanding with, eligible applicants (state, local, and eligible tribal governments) for the purpose of planning, establishing, or supporting a digital service team or supporting digital services collaboration to improve the delivery of government assistance through digital services. The GSA must (1) minimize the burden on eligible applicants in the development of proposals for a digital service agreement, including by providing technical assistance to applicants in the preparation of applications; (2) require semiannual progress reports from applicants awarded or entering into a digital service agreement; and (3) make publicly available a dashboard of service delivery metrics, performance measures, and progress.

Federal Agency Climate Planning, Resilience, and Enhanced Preparedness Act of 2021 or the Federal Agency Climate PREP Act This bill requires executive agencies to develop plans to address, mitigate, and adapt to climate change. Specifically, each executive agency (except for the Government Accountability Office) must submit to the Office of Management and Budget an agency climate action plan. In addition, the bill establishes a Council on Federal Agency Climate Planning, Resilience, and Enhanced Preparedness. Finally, the bill provides statutory authority for the establishment of the White House Office of Domestic Climate Policy, which was created by Executive Order 14008.
Federal Agency Customer Experience Act of 2021 This bill requires certain agencies to collect voluntary customer experience feedback with respect to their services and transactions. Each of the agencies must (1) annually publish such feedback on its website and report on such feedback to the Office of Management and Budget, and (2) report on the solicitation of such feedback. The Government Accountability Office shall publish a report assessing the data collected and reported by the agencies. The feedback may not be used in any appraisal of job performance of a federal employee.
Stopping Grinch Bots Act of 2021 This bill makes it unlawful to use automated tools (i.e., bots) to intentionally bypass a website's security measures in order to purchase and resell its products or services in interstate commerce.
Strength in Diversity Act of 2021 This bill establishes a program through which the Department of Education may award planning and implementation grants to specified educational agencies (e.g., local educational agencies) to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.
This resolution encourages people around the world to work to achieve the goal of zero new HIV transmissions, zero discrimination, and zero AIDS-related deaths, in order to end the HIV epidemic in the United States and around the world by 2030. The resolution supports continued funding for prevention, care and treatment services, and research programs for communities impacted by HIV and people living with HIV in the United States and globally. The resolution supports continued leadership by the United States in domestic, bilateral, multilateral, and private sector efforts to fight HIV. Finally, the resolution urges other members of the international community to sustain and scale up their support for and financial contributions to efforts around the world to combat HIV.
Hatch Act Accountability Act This bill expands the jurisdiction of the Office of Special Counsel (OSC) to investigate and enforce Hatch Act violations. The Hatch Act prohibits civil service employees in the executive branch of the federal government from engaging in some forms of political activity (e.g., advocating for or against a partisan political party while on duty). The purpose of the act is to maintain a federal workforce free from partisan political influence or coercion. Specifically, the bill allows OSC to investigate Hatch Act violations involving White House political appointees. If OSC determines that a White House political appointee has violated the Hatch Act, the bill allows OSC to refer a complaint to the Merit Systems Protection Board for imposition of a civil penalty of up to $50,000. The bill also allows OSC to investigate Hatch Act violations regardless of whether a complaint has been filed.
Diplomatic Support and Security Act of 2021 This bill modifies procedures for investigating serious security incidents related to a U.S. government mission abroad and addresses related issues. Under this bill, a serious security incident involves (1) the loss of life, serious injury, or significant destruction of U.S. government property abroad; or (2) a serious breach of security involving intelligence activities of a foreign government directed at a U.S. government mission abroad. Currently, accountability review boards convened by the Department of State investigate and report on these incidents. The bill establishes the Serious Security Incident Investigation Permanent Coordinating Committee to determine whether an event qualifies as a serious security incident. The State Department Diplomatic Security Service must assemble a team to investigate certain events relating to a U.S. government mission abroad that may be a serious security incident. The assembled team must prepare a report for the coordinating committee about the incident that includes an accounting of the relevant facts and an assessment of applicable security procedures and countermeasures. The coordinating committee must review the investigation report and make findings about, for example, the adequacy of security measures. The committee must provide, within 60 days, its findings and related recommendations to the Secretary of State. The findings and related recommendations must also be shared with Congress. The bill also requires the State Department's monthly briefings to Congress on embassy security to include an assessment of the national security risks stemming from the continued closure of high-risk, high-threat posts.
Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.
Original Slavery Remembrance Day Resolution This joint resolution designates a Slavery Remembrance Day annually and condemns slavery and its progenies.
