Rare Earth Magnet Security Act of 2025

Maddy summaryThe Rare Earth Magnet Security Act of 2025 creates a tax credit for U.S. manufacturers producing rare earth magnets domestically. The credit pays $20 per kilogram for magnets with less than 90% of component materials sourced in the U.S., and $30 per kilogram if at least 90% of materials are domestically produced. The bill restricts the credit for magnets using components from "non-allied foreign nations" (with a temporary exception for certain materials until 2027) and phases out the credit after 2034 (reducing to 70% in 2035, 35% in 2036-2037, and 0% after 2037). The credit applies to taxable years beginning after December 31, 2024.

9/11 Responder and Survivor Health Funding Correction Act of 2025

Maddy summaryHR 1410 expands access to mental health care for 9/11 responders and survivors by allowing licensed mental health providers (not just physicians) to conduct initial health evaluations and certifications under the World Trade Center Health Program. It adjusts the program’s funding formula to account for changing enrollment numbers by linking annual funding to the previous year’s enrollment ratio, and clarifies that deceased individuals are excluded from enrollment counts. The bill also extends the timeframe for adding new health conditions to the program’s list and requires a 2028 report assessing long-term funding needs through 2090. These changes aim to streamline eligibility, improve care access, and ensure sustainable funding for the program.

Collision Avoidance Systems Act of 2025

Maddy summaryThis bill updates federal vehicle safety standards to permit pulsating light systems on high-mounted stop lamps, directly affecting vehicle manufacturers and safety regulators. It requires the Transportation Secretary to issue new regulations within 180 days establishing performance rules for these systems. The key provision defines a "pulsating light system" as one that emits rapid pulses (max 4 pulses within 1.2 seconds) when brakes are applied, then switches to steady light, with a mandatory 5-second lockout period before pulses can repeat after brake release. The bill amends Federal Motor Vehicle Safety Standard 108 to formally allow this technology under specific technical parameters.

PSA Screening for HIM Act

Maddy summaryHR 1300, the PSA Screening for HIM Act, requires health insurance plans and issuers to cover prostate cancer screenings without cost-sharing (like copays or deductibles) for men aged 40+ who are at high risk of prostate cancer. This directly affects African-American men and men with a family history of prostate cancer, as defined by the bill. The law amends existing insurance coverage rules to mandate this specific screening coverage, effective for plan years starting January 1, 2026. It does not change screening guidelines but removes financial barriers to recommended screenings for these high-risk groups.

Smithsonian National Museum of the American Latino Act

Maddy summaryHR 1330 establishes the Smithsonian National Museum of the American Latino, authorizing its location within the National Mall's "Reserve" area. The bill requires the Smithsonian Board to coordinate with federal agencies managing potential museum sites, including notifying relevant congressional committees before land transfers. It mandates that the museum's exhibits and programs accurately represent the diverse cultures, histories, and viewpoints of Hispanic and Latino communities in the U.S., seeking input from a broad range of community experts. The Smithsonian must also submit regular reports to Congress detailing compliance with these representation requirements.

Ending DOGE Conflicts Act

Maddy summaryHR 1321, the "Ending DOGE Conflicts Act," requires special government employees (like officials overseeing federal contracts) who own, control, or lead companies doing business with the government to file financial disclosure reports with the Office of Government Ethics. These employees must now comply with the same financial disclosure rules as other government officials under Title 5 of the U.S. Code. Until their initial report is certified as compliant by the Office of Government Ethics, these employees are prohibited from performing any official duties related to federal contracting. The bill directly affects high-level government officials with direct financial ties to federal contractors.

First Rhode Island Regiment Congressional Gold Medal Act

Maddy summaryHR 1277, the First Rhode Island Regiment Congressional Gold Medal Act, authorizes a single gold medal to honor the First Rhode Island Regiment for its service during the Revolutionary War. The bill commemorates the regiment as one of the first integrated military units in U.S. history, formed in 1778 when Rhode Island allowed enslaved and Indigenous men to enlist and gain freedom upon service. The medal, designed by the Treasury Secretary, will be displayed at the Rhode Island State Library, with Congress encouraging its availability for research and display at relevant historical sites. This is a commemorative measure with no direct policy impact or financial provisions for individuals, focusing solely on historical recognition.

United States-Israel Defense Partnership Act of 2025

United States-Israel Defense Partnership Act of 2025 This bill requires or authorizes certain actions to increase defense-related cooperation between the United States and Israel. Specifically, the bill requires the Department of Defense (DOD) to establish a cooperative program, with the concurrence of Israel's Ministry of Defense (MOD), to develop and deploy advanced technologies for countering unmanned systems that threaten the United States and Israel; establish in Israel an office of the Defense Innovation Unit (an organization that focuses on rapidly fielding and scaling commercial technology across the U.S. military); and seek to engage Israel's MOD on the ascension of Israel into the national technology and industrial base (currently defined in law as the persons and organizations engaged in research, development, production, integration, services, or information technology activities conducted within the United States, the United Kingdom, Australia, New Zealand, and Canada). The bill authorizes DOD, upon request of Israel's MOD, to jointly conduct research, development, test, and evaluation (RDT&E) of emerging technologies such as artificial intelligence and robotics to meet defense challenges. Additionally, the bill extends the authority for DOD to (1) carry out RDT&E on a joint basis with Israel to establish anti-tunnel and counter unmanned aerial systems capabilities through 2028, and (2) transfer defense articles intended for use as reserve stocks for Israel through January 1, 2029.

Honoring Our Fallen Heroes Act of 2025

Maddy summaryHR 1269, the Honoring Our Fallen Heroes Act of 2025, expands benefits for public safety officers (like police and firefighters) who develop certain cancers linked to their work. It adds 22 specific cancers - including lung, mesothelioma, and breast cancer - to the list of conditions presumed to be "exposure-related" and sustained in the line of duty. This presumption applies if the officer served at least 5 years, was diagnosed with the cancer within 15 years after last active duty, and the cancer directly caused death or permanent disability. The bill also establishes a process for adding new cancers every 3 years based on medical evidence from agencies like NIOSH, and allows claims to be filed within 3 years of the law's enactment.
