Stop the Nosy Obsession with Online Payments Act of 2022 or the SNOOP Act of 2022 This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

No Energy Revenues for Russian Hostilities Act of 2022 This bill prohibits, with some exceptions, the Department of the Treasury from authorizing certain energy-related transactions that would otherwise be blocked by an executive order barring transactions related to specified harmful foreign activities of the Russian government. The bill also revokes a license issued February 28, 2022, by the Office of Foreign Assets Control within Treasury that authorized certain transactions barred by the executive order. The bill allows a waiver from the limitation on an energy transaction if the transaction involves funds owed to a Russian person and the funds are to be used for the sale of agricultural commodities, food, medicine, or medical devices. The bill terminates on the earlier of five years after its enactment, or 30 days after the President reports to Congress that Russia has ceased activities destabilizing the sovereignty and territorial integrity of Ukraine.

This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.

Stopping Communist Regimes from Engaging in Edits Now Act or the SCREEN Act The bill limits the Department of Defense (DOD) and the Department of State from providing technical support or access to DOD/State facilities or assets to U.S. firms producing or funding films. The limitation does not apply if the firm enters into a written agreement with DOD or State not to alter the content of the film in response to, or in anticipation of, a request from China or the Chinese Communist Party. The bill also prohibits U.S. government agencies from providing technical support or access to U.S. firms producing or funding films if the film is co-produced by an entity subject to Chinese government or Chinese Communist Party conditions on content.

Promoting Ties with Taiwan Act This bill requires the Department of State to submit to Congress a strategy to (1) work with allies and partners to support the expansion of Taiwan's relations and engagement with countries around the world, (2) promote the establishment of Taiwan's presence in countries and partners where Taiwan does not have a permanent presence, and (3) strengthen economic relations and supply chain resilience among Taiwan and like-minded partners to counter threats and malign influences from authoritarian regimes. Within one year of submitting the strategy, the State Department must report to Congress on actions taken to carry out the strategy.

Upholding the 1995 Jerusalem Embassy Law Act of 2021 This bill prohibits using federal funds to establish any diplomatic facility in Jerusalem other than the U.S. Embassy to Israel.

Tennessee Valley Authority Transparency Act of 2022 This bill revises the duties of the Tennessee Valley Authority (TVA) Board of Directors to include holding public meetings. The board must provide public notice at least six days before such a meeting, unless the meeting is designated as an emergency. The TVA provides low-cost electricity in seven southeastern states. It also provides flood control, navigation, and land management for the Tennessee River system.

Informed Lawmaking to Combat Inflation Act This bill requires the Congressional Budget Office to provide inflation estimates for certain legislation that is projected to cause an annual gross budgetary effect of at least 0.25% of the projected gross domestic product of the United States. The estimates must determine whether the legislation will have no significant impact on inflation, a quantifiable inflationary impact on the consumer price index, or a significant impact on inflation that cannot be quantified at the time the estimate is prepared. The requirement does not apply to legislation that (1) provides for emergency assistance or relief at the request of any state, local, or tribal government; or (2) is necessary for the national security or the ratification or implementation of international treaty obligations.

Senior Citizens Tax Elimination Act This bill repeals the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.

Keep Schools Open Act This bill generally prohibits federal education funding for elementary or secondary schools, local or state educational agencies, or institutions of higher education (IHEs) that do not provide in-person instruction. Specifically, the bill prohibits a school, educational agency, or IHE from receiving federal education funds unless the school, educational agency, or IHE (1) demonstrates to the Department of Education (ED) that it provides in-person instruction to students, and (2) certifies to ED that it will not discontinue in-person instruction for students due to COVID-19. This prohibition does not apply to a school, educational agency, or IHE that provides distance education or other virtual instruction to students in the regular course of its operations for reasons that are unrelated to COVID-19.
