Restoring Justice for Workers Act This bill prohibits predispute arbitration agreements that require arbitration of an employment dispute. It allows a postdispute arbitration agreement if the employee enters into it voluntarily without coercion and is informed in writing of rights and protections under such agreement. An employer may not retaliate against an employee for refusing to enter into an agreement for arbitrating an employment dispute.

Supreme Court Ethics Act This bill establishes a new statutory requirement for the Judicial Conference of the United States to issue a judicial code of conduct for judges and justices of U.S. courts, including Justices of the Supreme Court. Currently, the Judicial Conference issues a code of conduct for judges of U.S. courts (but not for Justices of the Supreme Court).

Disabled Access Credit Expansion Act of 2021 This bill modifies the tax credit allowed to eligible small businesses for expenditures to provide access to disabled individuals to increase (1) the maximum allowable amount of such credit to $20,500, and (2) the limitation on the gross receipts of such businesses to $2.5 million for purposes of determining eligibility for the credit. The bill directs the Department of Justice (DOD) to carry out an ADA (Americans with Disabilities Act) Mediation Program to facilitate voluntary mediation to resolve disputes arising under the ADA and to provide training for mediators. DOD must report to Congress on its ADA Information Line (a toll-free line to provide information and materials to the public about ADA requirements).

Daniel Anderl Judicial Security and Privacy Act of 2021 This bill generally prohibits federal agencies and private businesses from publicly posting the personally identifiable information (e.g., home addresses) of federal judges and their immediate family members. It also (1) requires information to be removed upon written request from the federal judge concerned, (2) prohibits data brokers from purchasing or selling such information, and (3) establishes programs to protect such information at the state and local level and to enhance security for judges.

CARA 3.0 Act of 2021 This bill addresses substance use disorders by expanding access to treatment and recovery services, providing for housing protections, and requiring other activities. Specifically, the bill reauthorizes, establishes, and expands support for treatment and recovery services. This includes increasing access to treatment in the criminal justice system and other settings and for particular populations, such as pregnant and postpartum individuals and youth and young adults. Additionally, the bill expands Medicare and Medicaid coverage for treatment, including by expanding telehealth access to medication to treat substance use disorders. The bill also temporarily requires that non-opioid pain treatment options be reimbursed separately, instead of on a packaged basis, under Medicare. As a condition of receiving certain federal funding, states must mandate the use of prescription drug monitoring programs (PDMPs) by prescribers and dispensers and impose additional PDMP requirements. Moreover, prescribers of potentially addictive drugs must complete continuing education requirements. The bill also revises the registration process for providers who prescribe certain medications to treat substance use disorders, including by eliminating the provider's patient limit for such medications. In addition, the Substance Abuse and Mental Health Services Administration must carry out activities to promote access to high-quality recovery housing. The bill also sets out protections for individuals with substance use disorders who live in, or apply to live in, federally assisted housing. Furthermore, the bill requires other activities to address substance use, such as support for workforce education and training; public awareness campaigns and similar outreach; and research on prevention strategies, insurance coverage, and treatment modalities.

Fair and Equal Housing Act of 2021 This bill prohibits discrimination, in the context of various housing practices, against individuals based on their sexual orientation or gender identity.

Bankruptcy Venue Reform Act of 2021 This bill limits where a non-individual debtor (e.g., a corporate debtor) may file for bankruptcy. Specifically, these debtors must file in the district court for the district in which the principal place of business or principal assets of the debtor are located. Such a debtor may also file in a district where there is a pending bankruptcy case concerning an affiliate that has a certain level of control or ownership of the debtor (e.g., if the affiliate is a controlling shareholder of the debtor), if that pending case is in a proper venue under this bill. Under current law, these debtors may also file where they are domiciled (i.e., incorporated) or where there is a bankruptcy case pending concerning an affiliate, general partner, or partnership. For certain debtors who are issuers of securities, their principal place of business is defined in the bill as the address of the entity's principal executive office as provided in specified Securities and Exchange Commission filings.

Disarm Hate Act The bill expands the categories of persons who are prohibited from receiving or possessing a firearm. Specifically, it prohibits firearm sale or transfer to and receipt, possession, shipment, or transport by a person (1) who has been convicted of a misdemeanor hate crime, or (2) who has received an enhanced hate crime misdemeanor sentence.

Fair Representation Act This bill sets forth provisions related to ranked choice voting (a system in which voters rank candidates in order of preference) and congressional redistricting. Specifically, the bill requires (1) that ranked choice voting be used for all elections for Senators and Members of the House of Representatives, (2) that states entitled to six or more Representatives establish districts such that three to five Representatives are elected from each district, and (3) that states entitled to fewer than six Representatives elect all Representatives on an at-large basis. The bill also requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission fails to enact a plan, a three-judge panel from a U.S. District Court. Further, the bill directs the Election Assistance Commission to make payments to states to implement ranked choice voting and carry out congressional redistricting.

Enhancing Oversight to End Discrimination in Policing Act This bill expands the capacity to enforce a law that prohibits patterns or practices of misconduct by state and local law enforcement agencies. Current law prohibits state and local law enforcement agencies from engaging in patterns or practices of conduct that violate constitutional or federal rights. Further, current law authorizes the Department of Justice (DOJ) to file civil cases to eliminate the pattern or practice of misconduct. Typically, DOJ's Civil Rights Division conducts pattern-or-practice investigations and resolves any misconduct through a consent decree instead of a trial. This bill provides statutory authority for state attorneys general to bring pattern-or-practice cases in federal court. The bill also authorizes grants to help states pursue pattern-or-practice investigations and cases. Additionally, the bill authorizes additional amounts for DOJ's Civil Rights Division and requires a certain portion to be used for enforcement and technical assistance related to pattern-or-practice cases. Finally, the bill requires DOJ's Civil Rights Division to modify the procedures for consent decrees and settlement agreements to ensure that the consent decrees and settlement agreements (1) foster the creation and use of alternative remedies such as mental health support or community-based restorative justice mechanisms; and (2) incorporate community oversight requirements, such as a community oversight body.
