Defund Planned Parenthood Act of 2023

Maddy summaryHR 128, the Defund Planned Parenthood Act of 2023, blocks federal funding to Planned Parenthood Federation of America and its affiliates for one year unless they certify they will not perform or fund abortions (except in cases of rape, incest, or life-threatening conditions for the patient). This directly affects Planned Parenthood clinics and their federal funding streams. The bill redirects $235 million to community health centers under the Public Health Service Act to continue providing women’s health services like contraception, cancer screenings, and prenatal care. It requires repayment of funds if Planned Parenthood violates the certification and explicitly states the law won’t reduce overall federal funding for women’s health services.

Patient Access to Urgent-Use Pharmacy Compounding Act of 2023

Maddy summaryHR 167 allows pharmacies to compound drugs for urgent hospital use without a specific patient prescription under strict conditions. It requires hospitals to certify they couldn’t obtain FDA-approved or outsourcing-facility alternatives for the same active ingredient and route of administration. Compounded drugs must be labeled with a beyond-use date, marked for urgent use only, and hospitals must track patient administration within 7 days while reporting adverse events to the FDA within 15 days. This directly affects hospitals, pharmacists, and physicians during drug shortages, enabling faster access to necessary medications while maintaining safety and tracking requirements.

To direct the Secretary concerned to reinstate a member involuntarily separated from the Armed Forces solely on the basis of the refusal of such member to receive a vaccination against COVID-19.

Maddy summaryHR 297 requires the military Secretary to reinstate service members who were involuntarily separated solely for refusing a COVID-19 vaccine. It applies specifically to those separated only due to vaccine refusal, not other reasons. If a covered member chooses reinstatement, they must be returned to their previous rank and branch of service. The bill mandates this action without requiring the member to receive the vaccine.

Inflation Prevention Act of 2023

Maddy summaryHR 252, the Inflation Prevention Act of 2023, would require Congress to block any new spending bill or amendment that could increase inflation above 4.5%, as measured by the Consumer Price Index (CPI). If current inflation exceeds 4.5%, the bill would prevent consideration of new spending measures unless a three-fifths Senate supermajority votes to override the rule. The Congressional Budget Office (CBO) would estimate the inflation impact of proposed spending and notify Congress if inflation rises above 4.5%. This rule applies to all spending bills, amendments, and conference reports in both the House and Senate, directly affecting how Congress processes budget-related legislation. The bill focuses on procedural rules for spending decisions, not on specific policies or affected groups.

Proposing an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices.

Maddy summaryHJRES 8 proposes a constitutional amendment to permanently set the Supreme Court's size at nine justices. The bill would require any future changes to the Court's composition to follow this specific number, locking in the current structure. It does not alter the existing Court size (which has been nine since 1869) but aims to prevent future adjustments through legislative action. The amendment must be ratified by three-fourths of state legislatures within seven years to take effect. This is a procedural proposal focused on constitutional structure, not a direct policy affecting citizens or programs.

Home Defense and Competitive Shooting Act of 2023

Home Defense and Competitive Shooting Act of 2023 This bill removes short-barreled rifles (barrels of less than 16 inches in length) from the definition of firearms for purposes of the National Firearms Act. It also eliminates the prohibition on the transportation of such rifles in interstate commerce and treats persons who acquire or possess a short-barreled rifle as meeting the registration or licensing requirements for such rifle where such requirements are determined by reference to the National Firearms Act. The bill preempts state or local laws that impose a tax or recordkeeping requirements on short-barreled rifles. The Department of Justice must destroy records relating to the registration of  certain rifles within one year after the enactment of this bill.

Small Business Tax Fairness and Compliance Simplification Act

Maddy summaryThis bill extends a tax credit for employer social security taxes paid on employee tips at beauty service businesses (including barbering, nail care, esthetics, and spa treatments), but only for tips customary in these services. It creates a "tip reporting safe harbor" requiring beauty businesses to implement quarterly employee training on tip reporting, monthly tip tracking, and proper tax filings to avoid IRS audits on tips. Additionally, it mandates businesses renting space to beauty service providers to report annual rental income over $600 to the IRS. These provisions directly affect beauty service establishments and landlords in this sector, applying to tax years beginning after 2022 or 2023.
